摘要: | 因應社會急遽變化及家庭結構的變遷,行政院於2018年核定「強化社會安全網計畫」強化社會安全與照顧體系。社安網計畫布建社會福利服務中心的目標之一,面對脆弱家庭服務對象多重問題,被期許擴增家庭服務資源並與網絡共同服務。本研究以社福中心社工督導視角,初探社安網計畫下,重點關注社福中心以個案服務為基礎,與網絡合作的實踐經驗及情形;實務督導所面臨的困難挑戰及因應措施。
本研究採用質化研究深度訪談法,透過立意抽樣的方式,主要研究對象是訪談社福中心10位在職中社工督導,社福中心督導年資最長12年,最短3年10個月,提供社安網計畫推動下,社福中心社工督導在網絡合作面臨真實及基礎的實務圖像。研究結果發現,社福中心脆弱家庭服務與跨網絡合作的發展進程,需要經過溝通、合作、協調、聯盟到整合五個發展進程,目前發展到第三協調階段,離聯盟合作及整合階段尚待努力。在資源管理上,督導除了正式及半正式資源,重視非正式資源的立即性及在社區對案家的幫助。與網絡單位溝通及合作過程中,督導必須在重視人情文化的社會中進行協調的運作。督導除一般行政、教育及團隊經營支持功能的發揮外,督導交織養成經驗來看,這些督導的督導方式出現採取管理式督導與師徒至督導的取向,運用於社工的督導與網絡資源的溝通與合作之中。 本研究訪談對象皆為社福中心在職督導,主要是針對督導在進行網絡合作的理解與初探,依據訪談內容,未來的政策上有人力穩定、訓練機制、脆弱家庭通報及資訊系統的整合等建議。期待中央、地方縣市政府在規劃社安網計畫網絡合作時,本研究的發現將有助於相關政策、方案規畫或訓練機制參考。 In response to the rapid changes in society and family structure, the Executive Yuan, R.O.C. (Taiwan) built “Social Safety Network” in 2018 to strengthen the social safety net and care system. In response to the rapid changes in society and family structure, the Executive Yuan, R.O.C. The goal of the program is to integrate welfare resources and establish a networked service system through Social Welfare Servicer regional Centers, In the face of multiple problems from those family in need of care, the center is expected to expand resources and collaborate with the network to provide complete services. From the point of view of social work supervisors of social welfare centers, this study intends to explore how social safety network working among the Regional centers. From the perspectives of social work supervisors, this study focused on the practical experiences of client-centered service situations of social welfare centers’ network cooperation. Hope to find out what kind of difficulties, challenges and solutions social work supervisors’ perceived. Base on the qualitative approach, this study conducted in-depth interviews with ten social work supervisors who were recruited from social welfare centers through, purposive sampling way. These interviewees have been working in social welfare centers for more than 3 years to 12 years. Under the plan of the Social Safety Network Program, they were required to carry out the network cooperation task for the Centers. The results showed that these supervisors carry out the services cooperation task up to the stage of coordination base on the theory of five stages of developing network cooperation, such as communication, cooperation, coordination, coalition, and integration. Currently the task came to third stage of- coordination. There were still some efforts to work on until reaching the stages of coalition and integration. In the management of resources, all interviewees indicated that the usefulness of formals and informal resources in supporting the clients were similarly important. Chinese culture, the way of using informal resources were even more useful to support those clients under urgent and immediate needs in community. During the process of communicating and cooperating among network partners, these supervisors knew that inter-relationship between people help-coordinating among the network and keeping the process smoothly. In addition to coordinating administration, learning relevant training and team management to support the functions of supervision in the Centers were also important. How these supervisors learn supervision skills were mostly learn from the field. Most of them carry out the tasks of supervision using managerial supervision or apprentice disciple supervision. So they could help social workers to do resources, communication and cooperation in the community. For this study, all interviewees were recruited from the social welfare centers who were- currently social work supervisors. This study intends to , explore on supervisors’ understanding about the cooperation of social networks. Based on the interview content, several future public policies were suggested. For example, maintaining stable social work manpower, network training system, precise reporting system for families in needs and integrating information systems. The findings of this study would be expected to be helpful in future planning of safety network programs in the future. |
