獨立/主流媒體的環境報導──以國光石化開發案為例

Abstract

本研究以國光石化開發案為例，研究獨立/主流媒體的環境報導產製。並以2009年6月至2011年4月期間，獨立媒體《環境報導》、《環境資訊電子報》、《漂浪•島嶼》、《苦勞網》與主流媒體《聯合報》、《中國時報》、《自由時報》、《蘋果日報》、《工商時報》與《經濟日報》的相關報導為研究內容。並以文本分析法研究報導內容，以及深度訪談法研究報導產製過程。 研究發現，獨立媒體自事件發軔時，即詳盡深入記載事件經過，且進一步提供環境風險觀點，網路媒體的形式有助事件脈絡整理；但主流媒體則視外界風向決定報導內容，擔任事後定調的角色，且斷斷續續的報導性質，不利長期議題的呈現。 另外，獨立媒體記者能夠長期專注追蹤單一議題，能夠將各方資料完整呈現在報導之中，但主流媒體記者受限於路線分配，採訪範圍受到限制。雖然獨立媒體與主流媒體目前都無法認同對方，但許多證據顯示，獨立媒體加入環境報導場域之後，與主流媒體之間的相互刺激，有助於提升整體環境報導品質。

The research focuses on environmental news production, and takes Kuokuang Petrochemical Technology Company for example. The research use reports of four independent media and six mainstream media from July, 2009 to April, 2011. The thesis finds that the independent media would cover the disputed environmental theme detailly from the beging to the end. Besides, the independent media still offers distinctive views in depth. The mainstream media covered the news depends on the opnion of society. In addition, the mainstream media covered the disputed theme discountinuous, which weaken the presentation of environmental report. Though there exists discordant between independent media and mainstream media, there are evidences that when independent media joined the field of environmental reporting, they directly or indirectly improved the quality of news production of other media.
