國際新聞自動化摘要—— 以「以色列—哈瑪斯戰爭」新聞為例

Abstract

台灣的國際新聞產製面臨多重挑戰:受限於採訪資源而需仰賴二手編譯、需要處理跨語言轉譯與多方消息來源的查證，並進行在地化的文化詮釋。而生成式人工智慧的快速發展，為新聞產製流程提供新的解決方案。然而，現有技術工具缺乏針對國際新聞產製特性的針對性，實務上無法有效支援新聞工作者處理複雜的資訊整合與意義建構任務。 本研究設計並驗證一套基於檢索增強生成(Retrieval-Augmented Generation, RAG)架構的檢索與摘要系統。系統功能包括資訊檢索與自動摘要，並且依據不同情境需求生成多元化摘要，包括事件概述、爭議分析、利害關係人立場、媒體立場分析及與人物相關的事件。此外也提供視覺化摘要，進一步降低資訊理解門檻。本研究以2023年「以色列-哈瑪斯戰爭」新聞為案例，建立相關的新聞資料庫進行系統測試。 為評估系統效能，本研究邀請14位具備新聞相關經驗的受訪者進行深度訪談，針對摘要內容的有效性、系統功能的完整性，以及是否符合新聞產製需求等面向進行評估。評估結果顯示，使用者認為本系統能夠提供精確且多元的新聞資訊，有效降低國際新聞議題的涉入門檻;系統透明的資訊來源與檢索機制，也符合新聞工作中的查證需求。然而，使用者也指出摘要內容的穩定性以及來源標示的精確度仍有改進空間。 本研究結果為未來新聞室中的人工智慧工具提供具體應用參考，同時也探索在新聞工作中，如何確保新聞專業倫理，建立合理的人機協作模式。研究貢獻在於提出一套專門應用於國際新聞編譯的資訊搜集系統，並以實證研究驗證其在實務應用中的效能及限制。

Taiwan’s international news production faces challenges such as reliance on secondary sources, cross-language translation, multi-source verification, and cultural localization. While generative AI offers new solutions, existing tools lack adaptability to the complexities of news workflows. This study develops and evaluates a Retrieval-Augmented Generation (RAG)- based system for news retrieval and summarization. The system generates multi- perspective summaries, including event overviews, controversy analysis, stakeholder positions, media stance, and key figures, along with visualized summaries to enhance comprehension. Using the 2023 Israel-Hamas War as a case study, a news database was built for system testing. To assess effectiveness, 14 journalism professionals participated in in-depth interviews. Results indicate that the system provides accurate, diverse information, lowers barriers to understanding international news, and meets verification needs. However, users pointed out areas for improvement, particularly in summary consistency and the precise attribution of sources. This study offers practical insights into AI-assisted tools for newsrooms and explores ways to maintain journalistic integrity while fostering effective human-AI collaboration. The research contributes by developing a specialized information retrieval system for international news translation and verifying its practical effectiveness and limitations through empirical analysis.
