Abstract: | 新北市公立博物館不隨著新北市美術館進行行政法人化,理由是恐怕造成一個行政法人內部有多套人事制度,增加管理上困擾,人的管理是最為複雜,而台灣目前許多行政機關改制為行政法人,往往不優先考慮員工想法,從上至下直接推動。本研究嘗試以員工觀點來看新北市公立博物館行政法人化的預評估,期盼研究結果可以做為未來新北市公立博物館真正要推動行政法人化的民意基礎。
本研究以問卷普查新北市公立博物館員工,其中一館婉拒,故僅調查三館員工,樣本填答率62%,研究發現有半數以上員工同意新北市公立博物館行政法人化評估結果。但外在不可控因素如主管機關意志、民意代表影響力、政府是否會持續補助經費等,同意程度都較低或持中性看法。 另「我認為博物館業務需要強化成本效益及經營效能」,與「我認為民意代表會支持博物館行政法人化」這兩變數會因為員工身分別不同而有所差異。研究結果也發現公務人員及約聘僱人員較知曉《行政法人法》制度,也非常同意博物館業務有專業性需求,比起教育人員更同意博物館應該行政法人化。 The New Taipei City Public Museums will not be transformation in Non-Departmental Public Body (NDPB) along with The New Taipei City Art Museum. The reason is that this results in multiple sets of personnel systems within an NDPB, which increases human management problems.It is the most complicated. And currently many administrative agencies in Taiwan are restructured into NDPB, which is often not a priority to consider employees’ ideas and promote them directly from top to bottom. This study attempts to feasibility of NDPB from the perspective of employees.It is hoped that the research results can be used as guidance for the future of the New Taipei City public museums really wants to promote the public opinion foundation of NDPB. This study used a questionnaire to survey employees of the New Taipei City public museums. One of the museums refused, so only the survey employees of the three libraries, the sample response rate was 62%. The study found that more than half of theemployees agreed with the New Taipei City public museums the results of the evaluation of the NDPB. However, external uncontrollable factors such as the will of the competent authority, the influence of public opinion representatives, whether the government will continue to subsidize funds, etc., the level of agreement is low or no comments. Another “I think museum business needs to strengthen cost-effectiveness and operational efficiency”, and “I think public opinion representatives will support the museum transformation of NDPB ." These two variables will vary depending on the status of the employees. The research results also found that civil servants and contracted employees are more aware of the "Non-Departmental Public Bodies Act" , and strongly agree that museum business has professional needs. Compared with educational personnel, they agree that museums should be NDPB transformation . |
