Title: 台灣電力工會爭取員工權益之行動策略
The Action Strategies of Taiwan Power Labor Union in Fighting for Employee Rights

Abstract: 過去研究發現,政府機關及民意代表對於國營事業都是以「政治控制」為優先,並不注重國營事業在經營上的「企業自主」,也由於各種政治因素的介入,導致國營事業直接或間接違反相關勞動法令,甚至進一步引發勞資爭議。在近年泛國營事業工會履傳罷工的聲浪下,台電工會受限於法令並無發動罷工的實益,但過去台電工會仍為會員爭取到不少權益及福利。因此本研究探討台電工會在面對「內部壓力」、「外部壓力」及「政治壓力」時,採用何種行動策略來為會員爭取權益。

本研究透過訪談法搜集資料進行分析後發現,目前台電工會的行動策略捨棄了「外部抗爭」,主要是以「溝通協商」為主,並輔以「締結協約」及「政治手段」。在面對三股壓力的細節上,「內部壓力」是透過各分會幹部及會員代表逐層匯集的方式來凝聚會員意見;「外部壓力」則是跟台電公司合作,讓社會大眾了解台電公司整體營運狀況;「政治壓力」則是與各級政府機關及民意代表合作,形成「魚幫水、水幫魚」的互利狀態。本研究補充了台電工會在勞資爭議及員工權益保障方面的研究缺口,並提出建議供台電工會參考。
Past research has found that government agencies and public opinion representatives give priority to "political control" of state-owned enterprises and do not pay attention to "corporate autonomy" in the management of state-owned enterprises. Therefore, due to the intervention of various political factors, state-owned enterprises often directly Or indirectly violate relevant labor laws, or even further trigger labor disputes. In recent years, when pan-state-owned utility unions have called for strikes, Taiwan Power Union has been restricted by laws and has no practical benefit from launching a strike. However, in the past, Taiwan Power Union has still secured many rights and benefits for its members. Therefore, this study explores what action strategies Taiwan Power labor union adopts to fight for the rights and interests of its members when faced with “internal pressure,” “external pressure,” and “political pressure.”

This study collected data through interviews and analyzed it. The study found that the current action strategy of Taiwan Power Union has abandoned "external resistance" and mainly focuses on "communication and negotiation", supplemented by "concluding agreements" and "political means". Regarding the details of facing the three pressures, "internal pressure" involves gathering members' opinions through layer-by-layer gatherings of branch cadres and member representatives; "external pressure" involves cooperating with Taiwan Power Company to let the public understand Taiwan Power Company as a whole. Operation status: "political pressure" means cooperating with government agencies at all levels and public opinion representatives to form a mutually beneficial state of "fish helping water, water helping fish". This study supplements the research gap of Taiwan Power Union in terms of labor disputes and employee rights and interests protection and makes suggestions for Taiwan Power Union’s reference.
