從捕殺到絕育：地方政府的流浪犬TNR之路

Abstract

臺灣流浪犬問題已持續存在超過30年，政府持續以捕捉-收容-撲殺模式回應民間申訴，卻無法阻止流浪犬增加。2015年，零撲殺法案通過後，各地公立收容所壓力更形嚴峻。部分縣市政府和民間動保團體合作，嘗試以新方法TNR處理流浪犬問題。TNR(Trap, Neuter, Return)是透過絕育並回置流浪犬以阻止其繁殖，並加以管理的折衷方法。Return(回置)會讓絕育的流浪犬回到街頭，引起爭議與反對。本報導將採訪愛心人士、動保團體、地方動保機構、農委會官員，揭露在零撲殺政策下，流浪犬與相關人物的現況、公立收容所的行政壓力、官辦流浪犬統計的缺漏，以及現行TNR應該如何改進。

Stray dogs’ issue has been haunting around Taiwan for more than 30 years. Taiwanese government keeps using the catch-shelter-kill pattern to respond civil complains. In 2015, the ‘No Killing’ bill had been passed, and the pressure on local public shelters became stricter. Some local governments collaborate with animal-protecting groups, trying the new approach TNR to handle the problem. TNR (Trap, Neuter, Return) stops stray dogs from reproducing and controls their population, by neutering and returning them. ‘Return’ is the most controversial part of TNR. This reporting covers stray-dog-caring people, animal-protecting group, local governments, officer of council of agriculture, reveals the condition of people related to stray dogs ’issue, the problem of official stray dogs survey, and how to improve the current TNR approach.
