Abstract: | 美國於1983年對格瑞那達發動「緊急狂暴行動」(Operation Urgent Fury),美國當時為世界兩強之一,卻去攻打格瑞那達這樣的蕞爾小國,彷彿大人打小嬰兒般,此實相當特殊。
回顧過去探討美國「緊急狂暴行動」的文獻,多數將重點放在美國為何軍事打擊格瑞那達,並以美國的行為作為研究主軸,而非將重點放在格瑞那達為何被美國軍事打擊,且現有文獻亦多忽略格瑞那達的內在因素,且未就格瑞那達的內、外在因素如何交錯影響去做研析。 本文以格瑞那達作為個案研究,分析格瑞那達在1983年為何遭受美國軍事打擊。以格瑞那達自1974年獨立至1983年10月遭美國軍事打擊這段期間作為研究範圍,依格瑞那達在這期間所發生的五個重大事件作為分水嶺,並分別探討各階段其「內在因素」與「外在因素」兩個面向互動之情形,分析格瑞那達為何遭到美國的軍事打擊。 本研究分析認為格瑞那達因內部無法團結合作,導致外國勢力容易介入,並在美蘇博弈遊戲中,被迫扮演棋子角色;另外,格瑞那達左派政府視美國為主要的威脅,加強武裝防衛卻造成區域軍事失衡,而緊急狂暴行動是格瑞那達內、外在因素交錯影響的結果。 小國面對大國,大國永遠以自身利益優先,小國只是大國的棋子,格瑞那達當時的遭遇殊值其他小國借鏡。 The United States of America launched “Operation Urgent Fury” against Grenada in 1983. As one of the two super powers at that time, the U.S. attacked the very tiny state. It was very bizarre for the U.S. to do so, like a grown man beating a baby. Upon reviewing the literature relating to “Operation Urgent Fury”, most literature focused on the attacker, the U.S., analyzing why the U.S. launched the attack, rather than on Grenada. Moreover, others ignored the internal factors of Grenada as well as the interaction of the internal and external factors of Grenada. This thesis is a case study on Grenada between 1973 and 1983, analyzing why Grenada was attacked by the U.S. in 1983 through understanding the interaction of the internal and external factors of Grenada. That period of time is broken down into five phrases for the convenience of study. The thesis concludes that due to lack of cohesion in Grenada, the external factors can have easy access to interact with the internal factor. Grenada is played as a chess piece by both the U.S. and the U.S.S.R. The left-wing government of Grenada considers the U.S. as a threat, acquiring weapon for self-defense, which creates military imbalance in the region. The Operation Urgent Fury is the result of the interaction of the internal and external factors of Grenada. Small states are played as pawns in big states' games. Big states are always ready to sacrifice the pawns to put their interest ahead. That is an unfortunate reality, but all the small states need to be cautiously aware. |
