Abstract: | 創新性的產業,除了中央政府投入資金協助企業升級外,也提供各種創業輔導,部分地方政府也提供相關施行辦法與措施,大專院校也開始開授創業課程,以及成立育成中心協助企業成長。創新創業,核心價值乃是著重於創新,惟有創新的技術、創新的產品、創新的服務以及創新的營運模式才能真正達到提高產業發展層次。本研究以外部環境對高教衍生新創事業之影響進行研究,研究對象為E公司,其設立於2014年09月,核心技術為撓性奈米光導微影技術,初期為高教實驗室團隊,逐漸發展成為一家完整的新創事業。研究方法採用深入訪談法,並以政治、經濟、社會、科技及競爭者為研究面向串聯整個架構。受訪人員共有6位,分別為高校教授、育成中心經理及個案業者。訪談結果顯示,從政治層面觀之,政黨輪替使政策無法連貫因而影響企業營運方針。從經濟層面觀之,儘管政府提供研發補助款鼓勵企業進行研發創新,再加上請銀行單位協助放款,但銀行端卻不一定提供融資,因為新創產業初期營收未達水準之上,擔心發生呆帳而婉拒核貸。就社會層面而言,創業觀念逐漸在校園風行,但要能夠將實驗室的產品轉換成市場商品,仍有一段很長的路程,必須要不斷修正再修正,才能真正符合市場的需求。就科技層面而言,技術研發創新性是拉開與競爭對手最佳的方式,再輔以專利提高門檻,但研發曠日廢時,資金持續燃燒,中小型企業無法負荷,須轉由與學術單位合作,採用技術轉移方式或是技術授權,才能提高企業自身的競爭優勢。本研究發現,外部環境對高教衍生之新創事業的影響重大,個案公司必須降低外部環境的干擾,並以多角化經營,除了現有產品化,也需要研發相關生產設備與技術提升,形成一條龍的服務。將市場遍布世界各國,才能避免因為政治、經濟、社會、科技因素的變動造成營運的窘境。 The government has been providing direct investments and/or various incentives to enterprises for business upgrading and industry innovation. They have implemented relevant measures to encourage companies’ innovation and/or to foster new start-up companies. On the other hand, universities and research institutions also have been embarking on entrepreneurial curricula, for example, teaching entrepreneurial curricula and establishing incubation centers to help new companies grow. The core value of entrepreneurship is innovation. Innovative technology, innovative products, innovative services and innovative business model can achieve higher level of industrial development. In this study, the impact of external environment on new venture enterprise initiated from higher education system was investigated. The research object is E-company established in September 2014. The core technology of E-company is flexible nano-photolithograph technology initially developed from a university laboratory. The research team members spun-off from the university and gradually evolved into a completely new company. The research methodology adopted in this study is an in-depth interview method. It focuses on the entire architecture covering different perspectives of politics, economy, society, science and technology, and competitors. A total of six people were interviewed, namely, university professors, incubation center managers and case practitioners. The triangle correction method is used to examine the objectivity and reliability of this study. This study found that, at the political level, due to the irreconcilability of party rotation policy, it plagued the business operation guidelines. At the economic level, the government does provide subsidies to encourage enterprises R&D for innovation. However, banks do not necessarily provide sufficient financial support because the initial revenue of newly-started industries is low. At the social level, the concept of entrepreneurship gradually became popular on campus, but it was necessary to be able to convert laboratory products into market goods. However, it is quite typical that a lot of extra effort is required to truly meet the needs of market. At the technology level, innovation in technology research and development is the best way to surpass market competitors. However, the time and financial investments for research and development are usually too much and cannot be afforded by small and medium enterprises. Technology transfer or licensing can indeed improve companies’ competitiveness. This study identifies several challenges imposing from the external environment to new companies spun-off from universities. Multi-angle management, in addition to the existing product, also needs to develop related production equipment and technology to enhance the formation of one-stop service. Markets all over the world, we can avoid the dilemma of operations caused by political, economic, social and technological changes. |
