Abstract: | 西方與新北市的宜居城市治理皆指向競逐發展之企圖,地方政府為追求資本積累與擴張,透過都市治理策略重構新的都市景觀。2008年,新北市政府為準備改制升格直轄市提出「大河之縣,宜居城市」的施政方針,期望透過打造適宜人居的環境,達成吸引人才與企業投資的目的。雖然近年臺北都會區因都市政策帶來的空間再生產已成為經常被討論的對象,然而對居住社會與文化面向的衝擊並未被充分討論,本研究從文化政治的視角切入,探究宜居城市實踐過程中的權力、認同與意義的交錯。
本研究發現,新北市的宜居城市論述顯示對乾淨、綠美化等文明形象的崇尚,目標是透過吸引資本進駐以提升城市競爭力。宜居城市隱含的資本邏輯,不僅改變了居住空間,亦介入居民的宜居想像。對居民而言,宜居連結上生態、景觀、經濟等諸多意涵,中產階級的烏托邦式宜居想像,顯示宜居城市以人為本的核心精神並未被徹底落實;對公部門而言,宜居除了指涉公共空間的改善之外,接軌水岸發展等去工業化政策以邁向國際一流都會是更關鍵的目標。當宜居性加諸在土地上成為價值,這個價值並非所有居民皆得以共享,終究會排除經濟弱勢的居民。本研究以公私部門對宜居的認知差異與權力爭奪作為反思宜居城市的切入點,思考宜居城市的侷限以及改善都市生活方式的可能。 Livable city governance in Western cities and New Taipei City has indicated an attempt to develop itself. In order to accumulate capital, the local government has reconstructed new urban landscape by city governance strategy. In 2008, New Taipei City proposed the guideline of “a livable city beside the river” as preparations for its elevation to self-governing municipality with the expectation to attract talented immigrants and investment from enterprises through creating an agreeable living environment. Although spacial reproduction in Taipei Metropolis Region has become the discussion issue in recent years, some of the impact on social and cultural aspects are ignored. Therefore, this research probes into power, identity, and implication interlocked in the process of making into practice the livable city from the angle of cultural politics. According to the research findings, the discourses with respect to New Taipei City as a livable city reveal the pursuit of the civilized images like cleanness and environment greening with the goal to attract incoming investment and raise its urban competition. The implication in the logic of capital not only transforms the residential space, but also interferes the residents’ imagination of livability. For them, livability correlates with implications of ecology, landscape, economy, and etc. The utopian imagination of livability by middle class shows the livable city’s core spirit based on humans has not been put into practice yet. For public sectors, in addition to involving improvement in public space, another key goal lies in de-industrialization policies like river bank development as a step towards an international city. When livability is added to land as value, such value is not shared by all residents; rather, it will exclude the economy disadvantaged after all. To sum up, this research focuses on the cognition diversitiesand power struggles in public and private sectors as the breakthrough point of retrospection on the livable city in order to take into considerations the limitation and possibilities of enhancement of urban living styles. |
