Abstract: | 保護區的成效是近年國際保育社會的重點工作,國家公園列屬現地保育普遍且主要的政策工具,更是議題的焦點。本研究以雪霸國家公園為個案,針對其治理與經營管理的規劃文件與主要策略架構─國家公園計畫,採用Hopkins (2001) 對計畫成效的四個面向,討論計畫的效用、權益關係人的選擇與優序考量、運作機制與邏輯,及目標的公共性,爬梳國家公園計畫的形式理性與實質理性,探討兩造的互動及增進成效之道。
以雪霸國家公園2020-2022年經營管理效能評量的結果為材料,本研究發現雪霸國家公園計畫總體雖是不錯,仍有增進的空間,建議釐清明確的目標建立決策相關性、補強資料建立指標以衡量目標達成度、採系統性成本效益分析、及在計畫中彰顯生態性與公平性。 學習自有清楚保育對象、資訊相對豐富的武陵地區的經驗,雪霸國家公園計畫或可依循規劃理性,從規劃機制邏輯上注意透過目標維持計畫一致性、建立指標作為檢核標準、分析成本效益以衡量資源的有效應用、建立適當的參與機制以達成共識;多元價值偏好的討論則宜有一套判定標準,再加協商機制整合。此外國家公園計畫應展現其生態性,突顯考量人與環境的規劃思維。以上都是為能促使計畫底層邏輯有所轉變,以形塑更適合雪霸國家公園的規劃實踐。 The performance of protected areas has been a key topic in the international conservation community in recent years. National parks are widely recognized as the major policy tool for in situ conservation, and have attracted more attentions for their performance. This study used the case of Shei-Pa National Park, to analyze the planning documents of governance and management, specifically the National Park Plan, to adopt the four dimensions of plan performance raised by Hopkins (2001), and to explore the effect of its plan, stakeholders’ preference and selection, operational mechanisms and logics, and the publicity of objectives. It aimed to examine the formal and substantive rationality of the National Park Plan and explore ways to enhance their interactions and the park performance. Using the results of management effectiveness evaluation for the Shei-Pa National Park from 2020 to 2022, the study found that though its general performance being well, there still were something to be improved, such as clarifying clear objectives to build up links and accuracy of policy-making, provide sufficient information to set up indicators and evaluate degree of achievement, analyzing systematically cost benefit analysis, and addressing the ecological and equity considerations in the plan. Learned from the case of Wu-Lin district with clear conservation targets and abundant information, this study suggested that this national park could follow the planning rationality to keep planning consistency through objective-setting, establishing indicators as evaluation criteria, conducting cost-benefit analysis to measure resource efficiency, and establishing appropriate participation mechanisms to reach consensus. The National Park should address its ecological aspects in the planning process and demonstrate considerations on both people and the environment. All these were to shape a more suitable planning practice for Shei-Pa National Park by transforming its underlying logics. |
