摘要: | 民營造船產業在戰後臺灣漁業的發展上扮演重要角色,讓漁船數量由1960至80年代迅速增長四倍。然而,其歷史從未受到關注。由於民營企業的資料不易收集,過去針對臺灣造船業的研究多半以公營造船公司為研究對象。這使得業者的能動性及其對產業的影響力因而被忽略。目前學界對於臺灣經濟自1970至90年代的快速發展的主因依舊爭論不休。基本上,其詮釋不是基於制度論,就是依賴論,而這不僅模糊了廣大民營產業的樣貌,還簡化了經濟發展的實際過程。
本研究發現,由於民營造船業者不具備港區土地的所有權,先天即有此一不利的產業條件,因此在事業經營上遇到困境時,盡可能透過體制內的管道與政府有關單位協商,而非採取抗爭的手段。這種主動選擇「(表面上的)順從」的行為也是一種能動性的展現。這種來自在地業者的能動性,是在國家政策與先進經濟體的國際投資之外,刺激產業發展的重要因素。業者透過與政府的協商,換取對自身有利的條件,進而推動經濟經濟與產業的發展。本研究以高雄船廠的搬遷過程與產業發展為例,為長久以來以政府與國際投資為核心的臺灣經濟發展論述,提供更多元的敘述。 Private shipbuilding industry have played an important role in the development of Taiwan’s post-war fishing industry. It contributed to the rapidly growing number of seagoing vessels, which quadrupled from the 1960s to 1980s. However, it’s history has never been brought to light. Because of difficulty in accessing materials from private enterprise, previous studies on the history of shipbuilding in Taiwan have mostly targeted government-owned shipbuilding corporations. This has accidently induced ignorance of owner-operators’ agency and their power to influence the industry. Currently, scholars have been arguing the major cause of rapid economic growth in Taiwan during the 1970-90s. Basically, their interpretations either entrench in institutional theory or base on dependency theory, not only blurring the image of an enormous private industry but also simplifying the actual process of economic development. This study found that because of lacking ownership of port land by private shipbuilding companies, there is an inherent disadvantage for shipyard owner-operators. When encountering difficulties in business operations, they negotiated with government-related entities through official channels rather than taking a confrontational approach. This proactive choice of "superficial compliance" is also a demonstration of agency. The agency of local actors is an important push factor of industry development beyond national policies and international investments from advanced economies. Through negotiations with the government, these owner-operators exchanged favorable conditions for themselves, thereby promoting economic and industrial development. This study take the relocation process and industrial development of private shipbuilding industry in Kaohsiung as an example to provide a more diverse narrative for the long-standing discourse of economic development in Taiwan, which overemphasizes the role of government and international investments. |
