社群發行中：編輯地方與引促公共行動

Abstract

過去十年來，在書店架上浮現一種新類別的雜誌，這種新類別的雜誌通常被稱作「地方刊物」或「地方誌」。這些地方刊物主要的特色在於整本雜誌的內容都是緊緊扣連著某個地方上的故事、歷史、人物等主題，而且採編團隊通常由居住在地方的青年所組成，並帶有一定的理想性。儘管過去在社區營造操作經驗中也有社區報，本研究認為地方誌呈現了足可辨識的新意，不論是其目標和工作方法。地方刊物和社區報看似相似，卻又有許多不同的特點，例如說讀者範圍的差異、以有價販售的方式來發行等。

更進一步地，本研究發現發行刊物的團隊的行動往往不止停留在編採刊物，反之他們是從編採刊物開啟一連串的在地行動。於是本研究認為對於這些刊物發行者而言，發行刊物並非只是目的，更是針對地方營造（place-making）策略的一環，且這一策略又與其他行動策略環環相扣。本研究希望透過研究地方刊物，更細緻地探究究竟地方刊物與社區報有何不同、這背後意味著什麼不一樣的方法論？行動者如何透過地方刊物的編寫來進行動員、組織？以及，透過刊物製作與發行，如何作為地方營造的策略，以致於能夠作為社群工作與引促公共行動的一種方法？

也就是說，本研究關注的並不只是發行地方刊物單一個別的行動，更重要的是地方刊物如何鑲嵌於團隊的行動史當中，並且扮演著何種角色？最後，本研究提出以編「集」的意象，去強調地方刊物在行動史當中所發揮的編織、聚集的效應，以及由此所展開的公民運動路徑。

In the past decade, a new category of magazines, “ local zines” has emerged on bookstore shelves in Taiwan. The main feature of these local zines, which are edited by local youth with idealistic intentions, is the focus on specific places' stories, history, and characters. Some may recall the existed "community newspaper" in traditional community building activities (社區營造 in Chinese) in the past, but this research believes that local zines has presented a recognizable novelty both in the objective and the working methods. Local zines and community newspapers seem to be similar, but they have many different features, such as the differences in audience scope, and distribution.

Furthermore, this research discovers that the editorial teams are not only "publishing a magazine", but initiating a series of local actions. Hence, this study argues that for the local zine teams, publishing these zines is not the outcome or purpose, but also a part of a place-making strategy, and this strategy is interlocked with other action strategies. Through this research on local publications, this study hopes to closely investigate the differences between local zines and community newspapers. What is the different methodology behind this? How do actors mobilize and organize through the editing of local zines? Also, how can zines writing and publishing become a strategy of place-making so that it can be a method for initiating community work and civil action?

In conclusion, this research is not only concerned with the single and individual action of publishing local zines, but more importantly, how zine-making is embedded in the action history of the team, and what role it plays? Finally, this research proposes an image of “ editing as weaving and gathering” (編集 in Chinese) to highlight the role of these zines in local actions, and the following emergence of other civic movements.
