摘要: | 因應資訊化社會,過去由上而下的政府決策,逐漸受到各界重視與監督,進而使公民開始訴求直接或間接參與公共事務,參與管道日漸多元。公民積極參與公共事務與監督、制衡政治勢力,導致公民參與的方式,逐漸受到重視及討論。
本研究以2015-2021年間,台北市政府辦理的社子島都市計畫案為例,探討都市計畫辦理過程中,政府所擇定的不同類型公民參與方式,如何被選擇、安排與執行,而這些公民參與又是如何讓政府與公民之間的信任關係逐漸發酵。研究過程採用質性研究方法,透過到當地陌生開發及人際網絡串聯的方式,以半結構式深度訪談政府部門、社子島當地居民以及關心社子島開發案的公民等,試圖挖掘及建立政府與公民之間的信任關係。 論文之初,先爬梳社子島都市計畫案辦理過程中的各項政策,並詳述及分析各種不同的公民參與管道,諸如:大型說明會(都市計畫法定說明會、柯市長戶外開講)、小型里鄰式說明會、駐點工作站、i-Voting、官方網站及臉書社群、網路直播、明日社子島工作坊等,充分了解政策目的及導向,作為研究之開端;接續以深入訪談及交叉比對等方式,探討實質參與其中的公民們,投入契機、深入過程及參與後的思維,琢磨參與前後,公民與政府部門之間信任關係的變化。 透過訪談結果得知,無論在制度信任或人際信任方面,公民都鮮少因為參與而對於信任關係有所建立或提升,反而在參與後導致信任關係的破壞;政府也在執行結束後,認知到這些公民參與的失敗,再試圖透過制度上、主辦方角色等的改變,重新建立彼此的信任關係;但仍然因為辦理時間點、辦理頻率、參與限制等的不足,無法滿足多數公民的需求及期待,也並未因此建立信任關係。 研究結果發現,參與過程中信任關係建立的兩大要因包含「時」與「人」。「時」,指公民參與辦理的時機、辦理的時程以及參與的時間長度會影響信任關係建立的程度;「人」,則是辦理公民參與過程中,主辦方之角色,影響公民參與的意願及信任關係建立,並擴及整體參與效益。此外,公民普遍對於政府辦理政策類型公民參與活動,存在回應的高度期待;政府則認為,公民應學習如何參與,才能由上而下與由下而上,雙向推動公民參與的進行。然而,本研究認為,所謂的學習,政府更必須突破專業規劃者本位思維,與公民學習,才能從根本性的突破過往的規劃困境。 最後,本研究以「政府有意識的安排、設計,政府與公民都放下既有想法雙向奔赴」,提出未來規劃公民參與機制與信任關係建構的建議。 In today's information society, government decisions that were relatively closed in the past are gradually being valued and supervised by public opinions. Citizens have begun to demand direct or indirect participation in public affairs. The opportunities and ways for participation are also increasing. In this context, the importance and methods of citizen participation have been gradually emphasized and discussed. Taking the Shezidao Urban Planning Project implemented by the Taipei City Government from 2015 to 2021 as an example, this thesis explores how the various types of citizen participation methods used by the government were selected, arranged, and implemented during the urban planning process. It also studies how such civic engagements affect the trust relationships between the government and citizens, and how to build the trust between the government and citizens in the process of citizen participation. By adopting the qualitative research methods, the data of this study was mainly collected by conducting semi-structured in-depth interviews with government departments, local residents of Shezidao and citizens who were concerned about the development of Shezidao. This study starts by analyzing different forms of civic participation in the Shezidao urban planning process, including large-scale briefing sessions (statutory briefing sessions, outdoor lectures), neighborhood-style briefings, on-site workstations, i-Voting, private networks, communities, live broadcasts, and Tomorrow Shezidao workshops, etc.,. It then discusses the changes in the trust of citizens towards the projects and government before, during and after their participation in the planning process. This study argues that the most important factors influencing the building of trust relationship during citizen participation are "time" and "people". Specifically, time factor refers to the timing, time period and time length of citizens' participation in the process. People factor refers to the role of the organizers, as they affect the willingness of citizens to participate. In addition, it is found that citizens generally have high expectations about government’s reactions in response to their active participation. And the government believes that citizens should have the ability to learn in order to allow the participation to be effective. However, as this study argues, in such a learning process, the government must be aware that it should also learn from the citizens so as to address the dilemma in the planning process. In conclusion, this study provides suggestions for the designs of mechanisms aiming to improve citizen participation and the building of trust relationship. |
