Abstract: | 社會工作督導是社工專業養成的重要因素之一,社會工作督導的專業能力更影響社會工作的品質以及服務對象的權益。近年來,社會環境的變化與新公共管理主義的盛行,身處在公部門組織脈絡下的社工督導也因著公部門的政策、行政與服務衍生培育不同能力的需求;故本研究以公部門社工督導為研究對象,欲探討公部門社工督導能力養成的脈絡、理解其身在公部門的組織特質中發揮專業能力的優勢與限制,以及對督導知能養成的期待與建議。
本研究採質化研究深度訪談法,透過立意抽樣的方式,訪談9位公部門社工督導。研究發現,就組織層面而言,公部門係依組織法律或命令,行使公權力的組織,公部門社工督導主要工作職掌係以社會工作專業知能與技術,協助社工完成公部門組織依法要達成的任務與目標,除了專業角色中行政、教育、支持的督導功能外,尚須具有法規明定執行公權力、行政管理者以及服務系統中協調的中介者、資源分配者等多元角色。另外,公部門社工督導在依法行政的科層體制與框架之中,尚須面對專業展現與組織任務的兩難以及人力發展的限制。雖然公部門的組織環境賦予督導多元的角色功能,但多數督導卻未受過正式的督導訓練或養成機制,即使部分公部門訂有督導訓練課程,但缺乏系統性的規劃,社工督導仍以個人的養成經驗、受督導的經驗及擔任實習生督導或實務指導的經驗等個別性的方式累積督導知能;且不論督導知能如何養成,公部門督導皆是在公部門組織脈絡下發揮專業價值,擔負專業傳承的使命。 依據研究發現,本研究建議:公部門社工督導知能養成應有系統性規劃,增加儲備督導的訓練機制、規劃專業及行政管理的督導課程、輔以實務演練的訓練方式;另因應公部門組織脈絡所需知能,增加督導對於政策的理解及行政管理與協調能力;檢討公部門社工督導合理配置與升遷制度,鼓勵社工督導專職久任。 Social work supervision is one of the essential factors for the development of the social work profession. The professional competence of social work supervisor affects the quality of social work and the rights of the recipients of the service significantly. The change in the social environment and the prevalence of the new public management theory over the years dictated the needs of different types of competence for social works supervision under the organization network of the public sector in line with the development of public policies, administration, and services. This study aims at social work supervision of the public sector with an attempt to explore the network developed under the development of social work supervision competence of the public sector, find out the strength and limitation of the professional competence deriving from the special traits of the organizations in the public sector, and the expectation with recommendation on the development of supervision competence. In this study, the qualitative approach through in-depth interview is adopted and carried out by purposive sampling method for interviews with 9 social work supervisors of the public sector. The findings of the study indicated that, the public sector exercised public power under applicable legal rules governing organizations of the public sector at the organizational level. The primary function of the social work supervisors of the public sector is to provide assistance to the social workers to accomplish the missions and goals of the public sector as required by law with their professional knowledge and skills in social work. These social work supervisors have to play the role of multiple functions, including administrative, educational, and support supervision, and mediation among the exercise of public power under law, administrators of public administration, and service system, as well as the allocator of resources. These social work supervisors of the public sector also confronted the dilemma of the exhibition of professionalism and performance of organizational tasks under the administrative hierarchy and framework, and the limitation of human resources development. Although the organizational environment of the public sector allows for a multi-purpose role, most social work supervisors have received no formal training or skill development in supervision. In other words, the public sector has established programs for the training of supervision, where there is no systematic planning. Social work supervisors tend to base on their personal experience, experience of under supervision, interns in supervision, or experience in the practice of supervision to accumulate their supervisory skills. Regardless of how the professional capacity of supervision is developed, the mission of supervision in the public sector is the realization of the professional value and succession of professional skills under the organization of the public sector. The findings from this study led to the recommendation that: the development of professional competences in social work supervision of the public sector should be systematically planned with the introduction of reserve supervisor training mechanisms, professional planning, and administrative management supervisory program, supported by practical drills training. The understanding of public policies and the improvement of the capacity in administrative management and coordination of the supervisors should be enhanced. Finally, the placement and promotion system for the social work supervisors should be subject to review for encouraging social work supervisors to take this as a perpetual career. |
