Abstract: 世界經濟論壇(World Economic Forum, WEF)2015年6月發表研究報告「The Future of Financial Services」,分析金融服務業的未來,破壞性創新如何重塑金融服務業結構、供應及消費,面對科技業者積極投入研發創新各項金融服務應用,當前金融機構面臨的經營環境變化及競爭壓力更甚以往。
為因應國際金融科技(Fintech)興起所產生的競爭壓力,金管會也依序修改國內法規,自2014年8月局部開放網路投保、2015年10月放寬保險業轉投資金融科技相關產業限制、2017年2月公告「金融科技創新實驗條例」草案等,以營造適合金融科技發展之法規環境;而國內保險業者也急起直追,在國內各大金融科技論壇、協會、研討會等場合,均可見保險業者與金融科技新創公司的的積極參與。
汽車保險為國內財產保險業的最大業務,而國外將金融科技運用於汽車保險的金融創新已有實際案例,故本文將對國外的創新模式進行歸納、分析,總結至目前為止的經驗,期能提供國內汽車保險相關業者進行創新時之參考。
The World Economic Forum (W.E.F.) issued a research report 「The Future of Financial Services」, dated June 2015. The report analyzes the future of financial services industry and commends that the destructive innovations will reshape the structure, supply and consumption of the financial services industry in the future. Facing the technology industry actively engaged in research and development of innovative financial services applications, the financial institutions are facing changes in the business environment and competitive pressures were even worse compare to the past.
In response to the raised competitive pressures arising from the application of financial technology (Fintech), The Financial Supervisory Commission (FSC) of R.O.C (Taiwan) amended the domestic laws and regulations to create a suitable regulatory environment for the development of financial technology, for examples, conditionally to allow insurance companies to write the on-line insurance business in August 2014,to relax insurance industry to invest in financial technology related industry restrictions in October 2015, to announce the draft of 「Financial Technology Innovation Experimental Regulations」 in February 2017. And domestic insurance industry is also anxious to catch up. As we can see the insurance and the financial technology companies are aggressively participated in the major fintech forums, fintech associations, fintech seminars and other fintech occasions.
Motor insurance business is the largest business of the portfolio of the non-life insurance industry in Taiwan. And, globally, there are some cases that have successfully augmented the fintech into motor insurance business model. This article is going to introduce, analyze, and summarize the innovative motor insurance business model experiences. And hope the finds of this article can provide a useful conceptual framework for domestic motor insurance related companies when they are trying to innovate their business model.
