摘要: | 採購,在公司裡為達到或實現原設定的目標,祈望能在正確的時間,以最低且合理的價格,獲得供應商提供正確的數量及預期品質以上的產品或服務的一種行為。最簡單的採購,如去便利商店的購買行為,複雜的採購,則包含了信息的收集、尋找策略聯盟夥伴,標前協議或談判,合約訂定等步驟。採購也在工程生命週期中重要的一項工作,在決定雙方後續執行責任及義務的一個過程。
在採購過程中,信息的收集至為重要,無論人員更迭,這都是長期累積的工作,在面臨大數據,不能完全靠供應商或承攬商提供訊息,要有自己的判斷,要在適當的時機取的最低的價格,更是採購人員的基本責任。所謂貨比三家不吃虧,除了價格外,選擇優良的供應商也很重要,知名、誠信的供應商或承攬商絕對對銷售有幫助,這也是一種品牌效應。 各個公司對於能行使採購權力的單位或部門不一定一樣,基本上可分為需求單位、採購單位及決策單位,當需求單位提出後,由採購單位辦理時要確認需求單位提出是否正確?此時是否為採購最佳時機?採購的價格是否為最低或合理?採購的產品或承攬商是否對需求單位及公司有助益?與供應商或承攬商談判時所決定的方式是否能維護公司基本的權益,且能執行的合約。 本研究主要採用「文獻回顧」、「專家訪談」、「個案研究」及「調查問卷統計分析」等四種方法對於在採購建築用鋼板時,透過採購作為,從了解製造所需原料的單價及變化狀況對半成品單價的影響,其中因材質規格種類、約定條件等對採購鋼板單價進行試算,祈能採購最低的價格。在以工料分開或連工帶料對單價的分析模式,了解各家廠商對數量上損耗的控制反饋在單價上比較優劣,最後在以各家議約條件比較,提供最後採購決策。透過調查統計分析了解同業間對於鋼板之採購模式,求得在何種情況下是為最經濟且為最佳選擇。 The purchase, in the company for achieved or achieves the original hypothesis goal, hoped for can in the correct time, by lowest also the reasonable price, obtains the supplier to provide the correct quantity and the anticipated quality above product or the service one behavior. The simple purchase, like goes to the convenience store the purchase behavior, complex purchase, then contained the information collection, has sought the strategy alliance partner, in front of the sign the agreement or the negotiations, the contract subscribed the grade step. Purchase also in project life cycle an important work, was deciding both sides following carry out the responsibility and a voluntary process. In purchase process, information collection to for important, regardless of the personnel alternates, this all is the long-term accumulation work, is facing the large number according to, cannot depend on the supplier completely or contract business to provide the news, must have own judgment, must lowest price which takes in the suitable opportunity, purchases personnel's basic responsibility. So-called compares goods does not suffer a loss, besides the price, how chooses the fine supplier, also is very important, well-known, the good faith supplier or contracts business to have the help to the sale, also is one kind of brand effect. Each company regarding can exercise the purchase authority unit or the department is not necessarily same, basically may divide into the demand unit, the purchase unit and the policy-making unit, after the demand unit proposes, handles by the purchase unit when must confirm the demand unit proposed whether correctly? This time whether for purchase best opportunity? Purchase price whether for lowest or reasonable? The purchase product or contracts business whether has to the demand unit and the company is of help? Or contracts when business negotiations with the supplier decided whether the way can maintain the company basic rights and interests, also can carry out contract. This research main use 'review of literature', 'expert interview', 'case study' and 'statistical analysis of questionnaires' and so on four methods regarding when purchase structural purpose steel plate, the penetration purchase took that, from understood because the mill needs raw material the unit price and the change condition fifty-fifty end product unit price influence, in which the material quality specification type, the agreement condition and so on to purchases the steel plate unit price to carry on the pilot calculation, prays can purchase the lowest price. In separates or the including both labor and materials by the manpower and materials to the unit price analysis pattern, understood various manufacturer the control feedback which loses to quantity in compares the fit and unfit quality in the unit price, finally in by various treaty condition comparison, provides finally purchases the decision-making. Between the penetration investigation statistical analysis understanding same business purchase pattern regarding the steel plate, obtains in what kind of situation is for most economical also is the best choice. |
