Abstract: | 風險評估提供了科學知識,風險管理方得基於科學資料發展策略方案,風險溝通則是一切的資訊與意見交換的過程,是風險治理中不可或缺的一環,對於具有「高度複雜及不確定」且「跨領域影響」的氣候變遷議題,更是需要完整的風險治理架構,進行系統性地評估及規劃,我國目前已有氣候調適流程「氣候調適六步法(CCA6Steps)」,包含六大執行步驟,為氣候風險評估與管理的完整架構,然而在風險溝通上仍有研究探討的空間;另外,災害防救與氣候變遷調適之間有多處相似與重疊之處,我國在防災領域已深耕多年,但在整合防災與氣候變遷調適概念仍有缺失,因此本研究聚焦在氣候變遷調適災害領域,透過專家訪談,以氣候變遷調適六步法中步驟一到四作為框架,建構氣候變遷調適風險溝通指引,並探討三維尺度的利害關係人參與,縱向為政府到一般民眾;橫向為同一層級下的跨領域單位;時間尺度則用來區分防災與調適行動,協助未來利害關係人共同參與氣候變遷調適的規劃。 本研究以新北市烏來區坡地災害為研究案例,以氣候風險模板界定關鍵議題與評估因子,建立風險因子關係圖探討利害關係人之間的連結,並進行氣候變遷風險評估,危害藉TRIGRS模擬崩塌情形;暴露為整個烏來行政區;敏感度透過在地問卷調查分析,最後整合風險評估結果,提供訊息框架,協助轉譯氣候變遷調適知識,培養民眾具備氣候變遷調適素養,達氣候變遷調適在地化。未來希望能接續探討決策過程的溝通與回饋機制,透過實際操作進行調整,形成完整可使用的風險溝通指引。 When facing complex and uncertain challenge to climate change, a comprehensive systematic framework to assess and plan is needed. Risk communication is the important process in risk governance. This study focuses on generating climate adaptation risk communication guideline which fuse stakeholders in three dimensions, including multilevel governance, horizontal units’ operation, and different time scale. Disaster risk reduction (DRR) is similar to climate change adaptation (CCA) in many aspects and has been promoted for nearly ten years. However, it doesn’t take climate change impacts into consideration yet. Therefore, based on Climate Change Adaptation Six Steps (CCA6Steps) and expert interviews, this study develops climate adaptation risk communication guideline to connect different stakeholders. This study takes landslide area in Wulai District, New Taipei City as a case study and builds up the relationship between governmental agencies, scientific research, and general public by climate risk template. In terms of risk factors, this study simulated the hazard of landslide by the TRIGRS model, and quantified sensitivity factors by questionnaire in the study area. According to the results of risk assessment, innovating risk message framework which can be used to transition climate information for general public. Overall, climate adaptation risk communication guideline and risk message framework can be a way to bridge the communication gap between stakeholders. |
