建築工地圍籬垂直綠化之景觀效益評估

Abstract

美化都市景觀乃是所有城市的共同努力方向。建築工地雖為暫時性工作物，卻是都市經常性的街頭景觀。以臺北市為例，每年約有250件的新建工程，假設每個工地的停均施工時間為四年，則每日同時存在於都市中之營建工地即約高達1,000處。由此觀之，建築工地圍籬之設置對個別基地而言，乃屬暫時性之景觀，對整體都市而言，則是長期存在之經常性景觀。臺北市政府配合2010年國際花卉博覽會之舉辦，於2009年開始以行政規定強制建築工地圍籬必須施作綠美化之方式，改善都市內之都市景觀，使暫時性利用之景觀能對於都市地區產生效益。 本研究之目的在探討垂直綠化手段運用在建築工地圍籬綠美化的可能性及潛在效益。以臺北市工程圍籬綠美化為個案，以附近居民與過路行人為問卷調查對象，分析受訪者對於各不同圍籬綠美化之感受程度；並透過受訪者對於建築工地圍籬綠美化效益種類之偏好與其對於效益價值之認知，估計建築工地圍籬綠美化之總效益。 本研究之重要結論包括：1. 受訪者對於建築工地圍籬綠美化之景觀效益面向滿意度最高，且建築工地圍籬綠美化顯著改變民眾對於營建工地之負面觀感；2. 民眾偏好建築工地圍籬以垂直植栽方式施作綠美化；3.建築工地圍籬綠美化之暫時性景觀，無論對於建築基地之附近居民、過路行人、建設公司與營造商，甚至整個都市整體，相較於過去傳統工地圍籬，顯著產生經常性之都市景觀改善效果；4. 不論何種身份別，受訪者對於任何圍籬綠美化形式均有高度滿意度；5. 透過建築工地圍籬綠美化相對效益價值之推估，可發現精緻型綠化圍籬之效益最受肯定，估計最高為新臺幣54,029,520元，其次為綠化圍籬之效益價值新臺幣32,275,310元，第三為美化圍籬之效益價值認同為新臺幣21,516,505元。 整體而言，調查顯示包括附近居民、過路行人、觀光客、建設公司與營造商對於建築工地圍籬施作綠美化，皆反應出高度之認同與滿意程度。後續研究建議則針對針對目前綠化植栽之再次利用、相關罰則與圍籬施作方式之規定做更細部之檢討與改善，將環境景觀改善之效益最大化。

Beautification of city landscape is a common task for every city. Although construction fence is temporary for the site, its existence is part of constantly seen city landscape. Taking Taipei as example, about 250 new sites of construction initiated every year, supposing each site takes 4 years to complete the construction in average, then about 1,000 sites of construction exist in Taipei constantly. In other words, construction fence is a temporary landscape for the individual site, yet, their existence is a constant city landscape for the whole city. To cope with 2010 International Flower Expo, the Taipei City Government began a new requirement in 2009 that all new construction site need adopt vertical greening to improve the quality of landscape so that the temporary landscape can be effectively improved. The purpose of this thesis is investigate the possibility and potential benefits of the application of vertical benefits and possibilities. Taking the constructions in Taipei as target sampling, perceived benefits for different style of vertical greening and beautification are investigated in this thesis. Furthermore, the preferences of different styles of greening and beautification are analyzed. Major findings of this study are summarized as following : 1.All respondents are satisfied with the landscape beautification benefits of vertical greening, the negative image of construction fences were significantly improved. 2.Vertical greening is preferred to fence beautification by almost all respondents. 3.The temporary landscape of construction fences are recognized by all respondents from all stakeholders. 4.There is no significant difference among respondents regarding the different style of beautification. 5.It is estimated that the deluxe vertical greening model generate environmental benefits for about NT$54,029,520, the ordinary vertical greening model generates NT$32,275,310, and the beautification model generates benefits of NT$21,516,605. In general, the survey shows that all respondents are significantly satisfied with the application of vertical greening on construction fences. In the future, more researches related to the re-use of vertical greening plants and regulations related to the requirement of construction fences should be further investigated in order to maximize the environmental benefits of vertical greening.
