Abstract: | 台灣各地的節慶,從九零年代中期以來蓬勃發展,各縣市、大小鄉鎮吹起辦活動的節慶風潮,中央或地方政府以各種主題主辦的節慶熱鬧非凡。在這波風潮中,「宜蘭國際童玩藝術節」(International Children folklore & folk game festival),被視為地方政府辦節慶的模範生。自1996年開始舉辦到2007年宣布停辦的童玩節,其中除兩年因腸病毒、SARS停辦,歷經十二年辦理了十屆。綜觀整個童玩節所經歷的成功、停辦、復辦生機的起伏,就是一個大型文化活動在台灣的本土實證經驗。
宜蘭童玩節成功的重要環節,就是組織制度和創意的關係。宜蘭童玩節可以持續十二年,並且普獲認同的原因,是因為其創意和品質能掌握節慶形式的本質,以及台灣節慶的特色,又在各種可見的創意上融入了地方的特點。本研究發現,不同的主辦與決策會產生不同的節慶內容,和不同的社會關聯性。節慶活動會隨著決策角色的轉換,有不同的問題定義,但最終價值仍在於,一個被社會所接受的節慶活動要能發揮它的創意、維持品質與特色。事前良好的規劃、研發,還有地方政府的角色如何維繫這些功能,讓它在組織的運作中發揮出來,是最重要的關鍵。 Since the mid-nineties, there are many new festivals, activities appearing in Taiwan counties and cities. Most of them are local government-sponsored festivals. International Children folklore & folk game festival (ICFFF) is considered the most famous and successful one, and also a model of the local government to organize festivals. Illustrated with the operation of ICFFF, the research is aimed to explain the key successful factors of festival. The key factors are creativity and quality. I found that ICFFF successfully grasped the essence of festivals, as well as the characteristics of Taiwan traditional festivals. The study also found that different host and decision-making will produce different festivals content, and different social relevance, depending on the host’s main goal. |
