Title: 921震災居民參與式社區重建評估要項之探討

Abstract: 本研究初步建立一套對於大規模震災災後社區重建的評估項目,透過文獻整理與專家座談,初步擬定合適的項目,評估項目分為兩部分,分別為影響推動「居民參與式社區重建」項目與評估「居民參與式社區重建」成果項目。其次藉由擬定之項目進行問卷調查,徵求學者專家與社區居民的意見。
調查發現建立社區學習機制、加強推動防救災教育與訓練是影響重建過程的重要關鍵,外來資源有無或能否取得相較之下並非社區重建的重要因素。評估重建成果的項目方面,就業與收入恢復、穩定是災後社區重建中的重要基礎,建立民眾社區意識與認同、防救災知識與應變能力的提升則是評估重建之要項。
研究結果顯示災後社區營造與一般社區並未有任何特性上的明顯差異,反而在災害受創的社區,能藉由重建獲得社區居民參與之新能量,讓基本的生活需求、空間環境改善、產業經濟及安全防災等營造過程之課題,加入具有在地文化與願景希望的實踐機會,呈現社區在災後重建的新風貌。
The Chi-Chi earthquake struck central Taiwan on September 21,1999 and caused extensive damage. This study tried to suggest a comprehensive framework for evaluating the performance of community-based recovery.
Firstly, by reviewing and compiling relevant literature and a series of panel discussions on community-based recovery themes, we may be able to establish preliminary evaluation framework. Secondly, the study through questionnaires to know the opinion of scholars, experts, and local residents. However, the based on this understanding, tried to formulate a evaluation framework that would be appropriate for the community-based recovery in Taiwan.
The survey showed that for a earthquake-affected community is more than just basic needs of living for residents. At its best for the community that is a local cultural ,social and sustainable place and, perhaps even more important, an empowering community of participation and local autonomy .
