中國大陸與台灣危機管理之比較--以SARS為例

Abstract

本研究以2003年的SARS事件為例，進行中國大陸與台灣危機管理之比較研究。探討在不同的政治體制之下，中國與台灣分別採取何種策略與措施進行危機管理，並且分析兩者在SARS危機管理過程中的異同之處以及危機管理成效的檢視。 本文首先回顧2003年SARS疫情發展，分別討論在中國大陸與台灣在SARS事件中的危機管理過程，最後進行中國大陸與台灣SARS危機管理過程的比較分析，分析架構將SARS危機管理分為三個層面：危機辨識與預防、危機應變計畫與危機管理體系階段、危機後之復原與檢討。最後，提出兩岸SARS危機管理過程之發現與未來中國大陸與台灣危機管理之努力方向與政策建議。

This research focuses on the SARS epidemic situation in 2003, conducting the comparison study of crisis management in Mainland China and Taiwan. This thesis intends to find how different political regimes affect crisis management procedures. While both China and Taiwan have been through SARS crisis, which strategies and measures have them made? And analyze the different aspects and results between them. This article first introduces SARS epidemic situation development in 2003, after understanding event background; it comes to discuss the crisis management process of Mainland China and Taiwan. Then, analyzes and compares these policies during SARS crisis. The framework about SARS crisis management can be separated to three phases: crisis detection and prevent phase, crisis handling plans and systems phase and crisis recover phase. Finally, from the perspective of epidemic situation crisis management, proposes the findings and recommendations to the governments.
