Abstract: | 本研究採用「政府-政治-民間」智庫,以及「研究型-綜合型-活動型」智庫此兩組分類模型,來針對台灣的智庫機構進行分類分析。並將上述的分析結果與六所台灣具有代表性的智庫機構之訪談分析內容進行對比,最終得出目前台灣智庫機構正面臨:「型態活動化」、「同型態的智庫整合不良」、「資金取得困難」、「人才招募困難」、「研究方向受限」、「政府及社會不支持」等六個發展困境的結論。
針對上述的台灣智庫發展困境,本研究也提出如「政府應提供給智庫較爲長期的研究委託」、「政府應規劃對於表現優良的智庫機構提供獎勵補助」、「智庫應尋找出除了政府委託案之外的收入來源」、「智庫應強化宣傳及公關的工作」、「智庫應強化招募誘因」、「智庫應考量整合的可能性」、「活動型智庫應特別注意機構的財務狀況」等七項改善建議,期許可以做爲台灣智庫機構未來發展的參考。 This study adopts two types of categorizations of think tanks: the 'Governmental - Political - Civilian' model, and the 'Research - Hybrid - Activity' model. Six representative Taiwan think tanks are interviewed. The research findings reveals the difficulties Taiwan think tanks encounter: focus more on seminars rather than in-house research; lack of financial support; difficulty in recruiting qualified researchers; restraint of research topics; and inadequacies of governmental or societal support. In light of the plights that Taiwan think tanks confront, this study suggests the following solutions:1. Government provides long-term research contracts for think tanks. 2. Government recognizes well-performed think tanks with financial rewards. 3. Think tanks should try to find financial support other than the Government contract. 4. Think tanks should strengthen their marketing and public relationship capability. 5. Think tanks should improve recruitment incentives. 6. Think tanks should try the merge approach. 7. Activity oriented think tanks should consider financial planning strategically. |
