摘要: | 隨著時代的日益進步,志願服務已儼然成為全球發展之趨勢,而近年來臺灣盛行戶外的生態旅遊與遊憩活動,使得志工運用於環境教育以及自然保育等面向上已逐漸成熟,因而如何建立良好的志工人力資源制度,藉此提升志工運用的服務品質也就成為各志工運用單位之重要課題。
本研究針對臺大實驗林之志工管理現況進行探討,使用探索性的個案研究方法初步釐清問題,並以人力資源管理的角度分析其志工招募、志工組成、志工訓練等內涵,以及使用工作分析的方法瞭解該單位內部的執勤狀況。 經相關研究成果,本研究對於臺大實驗林管理制度方面提出的初步建議包括下列7項: 一、教育訓練制度化的建立 二、鼓勵志工主動提供環境解說服務 三、配合連續假日或活動舉辦調派志工人力 四、對遊客進行滿意度調查 五、增加志工間聯誼或輔導活動 六、落實專人專職志工管理業務 七、運用資訊化策略協助志願服務之推行 期望藉由上述建議的落實,有效幫助提升志願服務於臺大實驗林管理和運用之效益,並提升機關形象以符合民眾需求。 Volunteering has set a trend for many developmental programs around the world. In recent years, ecotourism and outdoor recreation activities has prevailed in Taiwan, it makes the volunteer of environmental education and conservation has became matured gradually. So, how to establish a good volunteer resource management system to raise the quality of service has became an important thing of the unit using volunteers. The purpose of this study is to investigate human resource management(HRM) for volunteers in National Taiwan University(NTU) Experimental Forest.We define the question by exploratory case study research and discuss selection, composition, training of volunteers in the perspective of human resource management. Task analysis was used to know the situalation of internal tasks. The result of this study indicate that human resource of volunteer in NTU Experimental Forest can be improved and adjusted by following seven suggestions: 1. To establish education and training system. 2. Volunteers are encouraged to provide environmental interpretation services initiatively. 3. To deploy volunteer manpower with continuous holiday or important events. 4. To survey tourists satisfaction. 5. Increase networking and activities or counseling between volunteers. 6. To implement staff full-time volunteer management business. 7. Use information technology strategies to help implement voluntary service. By implementing the above suggestions, it will be able to help enhance the effectiveness of management in NTU experimental forest to promote the image of authority. |
