Since the end of the Japanese occupation in 1945, Taiwan’s economy has grown into one of the world’s leading economies. This has often been referred to as the Taiwan Economic Miracle. The foundation upon which the Taiwan economy has been built is the physical infrastructure of transportation systems, communication networks, abundant power supply, and industrial and commercial facilities. The development of the infrastructure and facilities in Taiwan can be divided into three phases, 1) Post-War Rebuilding, 2) International Economic Development, and 3) Developed Industry. In each of these phases, foreign engineering and construction firms played a significant role in the development of the construction industry. However the role that foreign firms have played has changed from foreign aid and leadership to consulting and technology transfer and finally to competition on an substantially equal basis.
By reviewing the key factors for success in the engineering and construction industry, we are able to identify factors where foreign firms have inherent strengths or weaknesses and develop strategies where those strengths and weaknesses can be leveraged to develop sustainable competitive advantages in order to compete in the current and future engineering and construction sector in Taiwan. After evaluating these factors, recommendations are made to further develop strategies based on developing competitive advantages that lead to sustainable success in the industry.
