不安樂的安樂死？探討臺灣公立流浪動物收容所的安樂死環節

Abstract

以深度報導的寫作方式，呈現臺灣公立流浪動物收容所內，安樂死實施程序的狀況，包括法律規定、收容所管理制度、人員進用與篩選，以及硬體方面的收容所資源和設備。經採訪發現，安樂死的源頭－即街頭流浪動物或被棄養的動物－的來源，主要來自不負責任的飼主與不良的寵物業者。 藉由描述公立動物收容所執行安樂死的相關環節，發掘背後隱含的社會價值觀，並點出臺灣社會對於動物的態度，普遍仍於將其視為「物品」，而這樣的價值觀，正是造成上述各環節問題的真正因素。 對此議題的背景、環境、現況充分了解後，整理出專家學者的意見，列出對臺灣未來政策與制度改進的具體建議。

Through in-depth reporting, this article describes different aspects of euthanasia practiced in Taiwan public shelters, which includes related laws, methods of management, employee recruitment standards, facilities and resources of the space. After interviewing experts, scholars, officials, staff and animal protection association members, I discovered what contributed to the problem of stray dogs: irresponsible pet owners and unethical pet breeders. These people are the main cause of stray dogs. By examining the practice of animal euthanasia in Taiwan, one can observe the society's objectification of animals; more concretely, its perception of animals as 'things' instead of 'beings' This kind of attitude toward animals leads to serious problems of stray animals and public stray animal shelters of poor quality. Finally, recommendations by experts and scholars on how to improve animal welfare-related policies in order to bring forth an animal friendly environment are discussed.
