Abstract:   本研究以2016年臺灣憲政史上首次「國會政黨輪替」為背景,從院長秘書的「內部視角」出發,探討專業政治幕僚如何襄助立法院院長落實「創新治理」,並建構立法院的「品牌策略」。有別於過往研究多採外部視角進行分析,本文嘗試跨越政治學與管理學之間的藩籬,整合策略管理、領導學、組織行為及品牌行銷等理論,深入解析新國會的改革與轉型歷程。
  研究發現,專業政治幕僚在國會運作中扮演關鍵的「中介者」角色。在內部治理層面,幕僚襄助院長以「變革領導」克服科層慣性,推動議事透明化與行政數位化;面對繁雜的陳情處理與法案協商,秉持「僕人式領導」精神,有效地將「情緒勞務」轉化為「信任資本」。在外部品牌塑造層面,透過「國會改革」及「開放國會」重塑立法院形象,將抽象的治理績效轉譯為公眾有感的「服務體驗」;並靈活運用「國會外交」與「議長外交」,結合「策展」思維,促使「立法院品牌」延伸為「臺灣國家品牌」,提升臺灣的國際能見度。
  結論指出,當代專業政治幕僚已不再侷限於傳統的行政執行,而是成為連結政治領袖意志、文官體系與公民社會的「價值共創者」。筆者期盼透過實務經驗與學術理論的深度對話,為臺灣國會治理創新與專業幕僚制度的發展,提供更具前瞻性的觀點。
  Set against the backdrop of the historic first “legislative turnover” in Taiwan’s constitutional history in 2016, this study adopts an “insider perspective” from the vantage point of the Secretary to the President of the Legislative Yuan. It explores how professional political aides assisted the President of the Legislative Yuan in implementing “Innovation Governance” and constructing a comprehensive “Brand Strategy” for the parliament. Distinct from previous studies that have predominantly utilized an external analytical perspective, this thesis bridges the disciplinary divide between political science and management studies. It integrates theories of strategic management, leadership, organizational behavior, and brand marketing to provide an in-depth analysis of the new parliament’s reform and transformation process.
  The research reveals that professional political aides serve as critical “intermediaries” in the operation of the parliament. In the realm of internal governance, political aides assisted the President in employing “Transformational Leadership” to overcome bureaucratic inertia, thereby promoting the transparency of proceedings and the digitization of administration. When confronting the complexities of handling petitions and bill negotiations, they upheld the spirit of “Servant Leadership,” effectively transforming “Emotional Labor” into “Trust Capital.”
  Regarding external brand shaping, the study highlights the reshaping of the Legislative Yuan’s image through “Parliamentary Reform” and “Open Parliament” initiatives, translating abstract governance performance into a tangible “Service Experience” for the public. Furthermore, by flexibly utilizing “Parliamentary Diplomacy” and “Speaker Diplomacy,” combined with “Curatorial” thinking, the “Legislative Yuan Brand” was successfully extended into a “Taiwan National Brand,” thereby enhancing Taiwan’s international visibility.
  The conclusion asserts that contemporary professional political aides are no longer limited to traditional administrative execution but have evolved into “Value Co-Creators” who connect the will of political leaders, the civil service system, and civil society. The author hopes that through this deep dialogue between practical experience and academic theory, this study will provide prospective viewpoints for the innovation of Taiwan’s parliamentary governance and the development of a professional political aide system.
