| 摘要: | 本研究旨在探討參與式環境藝術如何作為環境保育行動的實踐策略,並以臺灣「珍愛桃園藻礁」公投運動中的應用為個案。本研究檢視環境藝術如何提升公眾對環境議題的理解?如何成為社群培力與社會動員的工具?當前參與式民主業已影響政策制定,參與過程中藝術介入亦有助於促進對話並凝聚強化社群。在此前提下,本研究分析參與式環境藝術如何成為環境倡議之機制與系統?研究者認為環境運動中行動者主要關注政策的形成與改變,卻忽略了參與式環境藝術對於環境運動中不同行動主體的多元溝通,以及對於大眾啟蒙的功能。本研究透過藻礁公投運動個案分析,希望能夠彌補這個縫隙。
研究者援引參與式社會行動藝術為理論框架,分析「環境保育議題」與「公民培力」雙重維度,探討藝術家如何將藻礁保育轉譯為藝術形式,透過協作實踐引發公眾對環境議題的感知、情感共鳴與行動參與。本採取質性個案研究方法,聚焦於桃園大潭、觀新、大園與新屋段的藻礁為田野場域。研究者透過參與式觀察、守護桃園藻礁大事記整理,以及藝術創作者與倡議者的半結構式訪談,從多元資料交叉分析參與式環境藝術介入地方環境議題與社區培力的脈絡。 研究發現,參與式環境藝術在以下方面發揮了關鍵作用:清晰的傳遞環境行動理念,喚起大眾情感共鳴與社會關注,促進公投連署與公共討論。此外,它成功協助地方社群成員建立對其空間的認同感,促成大園與新屋藻礁海岸環境藝術的持續發展,並提升了社會對藻礁議題的廣泛關注。然而,參與式環境藝術的影響力呈現出其時效性與情境限制,這意味著其成效需仰賴在地社群資源的整合與持續動能的注入,方能避免其作用流於短期的動員。研究者因而主張,藝術介入不僅是單純的視覺與創意展現,更可作為推動社會對話的重要平台,以及實現社群培力的實踐工具,從而為未來的環境倡議與社區營造工作提供了堅實的實踐基礎與深刻的反思視角。 This research examines the role of participatory environmental art as a strategic approach to ecological conservation, utilizing the "Save the Taoyuan Algal Reef" referendum movement in Taiwan as a case study. The study specifically investigates how artistic interventions can enhance public comprehension of environmental issues while serving as tools for community empowerment and social mobilization. Although participatory democracy has increasingly shaped policy development, the contribution of art within these processes remains insufficiently explored, particularly regarding its potential to foster dialogue, solidarity, and grassroots engagement. This research posits that environmental activism often prioritizes policy outcomes at the expense of recognizing the communicative and educational roles of participatory environmental art in engaging a diverse array of stakeholders and elevating public ecological awareness. Anchored in the theoretical framework of participatory social action art, the study analyzes the interconnected dimensions of ecological advocacy and civic empowerment. It scrutinizes how artists transform concerns related to reef conservation into artistic expressions and collaborative practices that evoke public empathy and stimulate action. Utilizing a qualitative case study methodology, the research concentrates on the algal reef zones in Datan, Guanyin, Dayuan, and Xinwu in Taoyuan. The methodological approach includes participatory observation, archival analysis of significant activist timelines, and semi-structured interviews with artists and environmental advocates. Through a cross-analysis of various data sources, the study delineates the context and impact of participatory environmental art in promoting place-based conservation and enhancing local capacity. The findings indicate that participatory environmental art has been instrumental in conveying conservation messages, generating emotional engagement and public discourse, and facilitating collective actions such as petition campaigns. Additionally, it has played a role in fostering spatial identity among local communities and maintaining artistic involvement with reef environments in Dayuan and Xinwu. Nevertheless, the effectiveness of these artistic practices is influenced by temporal and contextual factors, underscoring the necessity for ongoing integration of community resources and momentum to mitigate short-term mobilization fatigue. Consequently, this study contends that artistic interventions transcend mere aesthetic expressions; they serve as essential platforms for civic dialogue and instruments for sustained community empowerment. They provide both practical frameworks and critical insights for future ecological advocacy and participatory place-making initiatives. |
