摘要: | 台灣的水產養殖業已經發展了數百年,然而產業已經進入了衰退期。2011年,台灣開始進行能源轉型,刺激了新的產業生態系出現。2015年,聯合國宣布「2030永續發展目標」,其中漁電共生與17項永續發展目標中的多項有高度相關性,例如消除飢餓、可負擔的純淨能源、尊嚴就業與經濟發展、產業創新與基礎建設、負責任的消費與生產、保育陸域生態、永續城市與社區。這加速了產業的合作與創新,產、官、學、研也紛紛作出策略上的布局及合作。
本研究從價值共創的觀點出發,以台灣的漁電共生模式為例,透過質性研究方法的半結構式訪談,以『價值共創』、『生態系統』為理論模型的基礎,分析漁電共生與各利害關係人如何進行資源整合與合作,以及策劃和推進永續生態系統的發展。漁電共生是指利用水產養殖場所剩餘的資源來發電,這個模式結合了生態保護和能源開發的需求,透過價值共創的策略,推動了生態與經濟的可持續發展。 我們將以『漁電共生』產業中的產、官、學、研作為主要的質性研究對象,研究目的在於以價值共創觀點深入研究如何讓產業內的多方利害關係人(Multiple Stakeholders)參與生態系統,並分析產業內的各方如何進行協作進行價值共創,最終期望演化成一個持續創新與進步的生態系統。 Taiwan's aquaculture industry has developed for hundreds of years, but it has entered a period of decline. In 2011, Taiwan began to undergo energy transformation, stimulating the emergence of a new industrial ecosystem. In 2015, the United Nations announced the "2030 Sustainable Development Goals", among which aqua-electric symbiosis is highly relevant to several of the 17 sustainable development goals, such as eradicating hunger, affordable and clean energy, decent work and economic growth, industry innovation and infrastructure, responsible consumption and production, terrestrial ecosystem conservation, and sustainable cities and communities. This has accelerated the collaboration and innovation within the industry, prompting strategies and cooperation from industry, government, academia, and research entities. This study sets out from the perspective of value co-creation, taking Taiwan's aqua-electric symbiosis model as an example, and uses semi-structured interviews in qualitative research methods. With "value co-creation" and "ecosystem" as the foundation of the theoretical model, we analyze how aqua-electric symbiosis and various stakeholders carry out resource integration and cooperation, as well as planning and promoting the development of sustainable ecosystems. Aqua-electric symbiosis refers to generating electricity from the remaining resources in aquaculture farms. This model combines the needs of ecological conservation and energy development, and promotes the sustainable development of ecology and economy through the strategy of value co-creation. We will take the "industry, government, academia, and research in the aqua-electric symbiosis industry" as the main subjects of qualitative research. The research purpose is to deeply study how to get multiple stakeholders in the industry to participate in the ecosystem from the perspective of value co-creation, and analyze how the parties within the industry cooperate to co-create value. Eventually, we hope to evolve into a continuously innovative and progressive ecosystem. |
