| 摘要: | 本研究旨在探討於大型公共工程中適宜的分標策略,以提升機場新航廈工程招標之順利度及效率。研究重點在於業主須以廠商視角進行考量,包括廠商團隊組合、營運模式,並因應營建市場變動滾動調整策略。首先,將建立在廠商專業分工基礎上,發揮各廠商專長,透過適當分標策略評估,吸引優秀廠商投標執行,確保工程品質及效率。其次,因應營建市場變化,將提出相應分標策略,確保工程執行適切性及可持續性。包括參考PMBOK制定WBS(工作分解結構),將目標層級分解為可規劃、執行及控制之工作項目,明確全部工作範疇,同時考量施工方式、工程範圍、總金額、介面關聯性及風險等因素,建立適切分標策略。業主所需關注重點包括調查營建市場供需情況、確認工作需求與市場供應、制定詳盡合理合約條款、規劃合理工期並評估工程成本、識別潛在風險與因應策略,以最大限度保障業主權益與廠商利益,期使專案順利完成。綜上所述,工程分標需綜合考量廠商團隊組合、營運模式、營建市場變動、分包策略制定(包括WBS)及業主關注重點等多重因素。本研究將以「南部某機場新航廈案」為實證個案,探討公共工程分標策略,期能提出關鍵必要的分標決策因素,作為大型公共工程規劃之參考。 This study explores appropriate contract packaging and bid solicitation strategies for enhancing the smoothness and efficiency of bidding for large public construction projects like new airport terminals. The research focuses on clients considering contractors' perspectives, including team composition, operating models, and adjusting strategies in response to construction market changes. Firstly, based on contractors' division of labor, their strengths will be leveraged through proper contract packaging assessments to attract outstanding bidders for quality and efficient execution. Secondly, corresponding packaging strategies will accommodate market changes for appropriate and sustainable project execution. This includes using PMBOK to develop a Work Breakdown Structure (WBS) that breaks down objectives into plannable, executable, controllable work packages while clarifying the entire scope. Simultaneously, factors like construction methods, scope, cost, interface relevance, and risks will be considered to establish suitable packaging and bidding strategies. Client concerns should include surveying construction market supply/demand, confirming work requirements and supply, formulating reasonable contract terms, planning schedules and evaluating costs, identifying risks and response strategies to maximize protection of clients' rights and contractors' interests for successful completion. In summary, contract packaging requires a comprehensive consideration of contractor teams, operating models, market dynamics, strategy formulation (including WBS), and client concerns. Using the "New Southern Airport Terminal Project" case study, this research investigates packaging and solicitation strategies for public projects to identify key decision factors necessary for planning large public construction projects. |
