摘要: | 近年來,國家對住房租賃市場的發展給予了前所未有的高度重視,並出臺了一系列密集且富有針對性的政策。這些政策的核心目標聚焦於大力提升我國租賃市場房屋供給總量,旨在從根本上解決廣大人民群眾面臨的住房難題,尤其是年輕一代在城市化進程中的居住需求壓力,從而保障民生福祉,促進社會公平正義,推動整個社會和諧穩定發展。其中,“租售同權”和“租售並舉”等具有劃時代意義的政策理念,更是為住房租賃市場的深化改革提供了方向指引,極大地拓寬了市場發展空間,促使這一領域快速步入了規模化、專業化的發展軌道。隨著政策落地生根,市場主體呈現出多元化、豐富化的格局,房源供應量持續快速增長,同時,經營行為也日趨規範化、標準化,服務品質顯著提升。
然而,在我國住房租賃市場取得蓬勃發展的背後,一系列不容忽視的問題與挑戰也隨之浮出水面,如資金鏈緊張導致的運營風險增大、盈利模式尚不成熟使得企業盈利能力受限、房源獲取成本偏高影響市場擴容速度,以及相關法律法規體系仍需進一步完善以適應市場新變化等。這些問題如同掣肘,制約著住房租賃市場的健康發展,對企業精細化運營能力及戰略規劃提出了更高層次的要求和嚴峻考驗。 在此背景下,A公司作為一家住房租賃企業,響應當地政府的號召,採用自建自租的模式拓展住房租賃業務,由此不僅帶動了區域住房租賃業的發展,而且也推動了區域住房租賃房屋數量的增長。不過伴隨著行業內企業數量的持續增多,再加上本行業本身的資金回籠速度較慢,A公司面臨的經營和競爭壓力持續上升,對此公司認為要想實現戰略發展和長遠穩健佈局必須立足當前實際,前瞻未來趨勢,進一步明確並優化公司的戰略發展方向。 為此,本文基於大量深入研讀關於“住房租賃”相關的文獻資料和研究,與A公司發展現狀相聯繫,通過PEST、波特五力模式等分析方法,從宏觀環境到微觀競爭態勢,全方位、多角度地剖析了A公司所面臨的內外部環境,幫助其精准定位競爭對手,挖掘自身競爭優勢與劣勢。接下來,又通過SWOT分析法、內外部因素分析矩陣以及QSPM決策矩陣,系統分析了A公司在住房租賃業務中所具備的優勢、劣勢,以及面臨的機會與威脅,最終依據全面的環境分析結果,為A公司制定出適應市場變化、符合企業發展實際的市場發展戰略選擇及實施方案,並為確保方案的有效落地實施,提出了相應的戰略保障措施。 Recent years have seen unprecedented attention from the state to the development of China's housing rental market, resulting in the issuance of a series of intensive and targeted policies. The core objectives of these policies are to vigorously increase the total supply of housing, aiming to fundamentally solve the housing problems faced by the broad masses of people, especially the housing demand pressure of the young generation in the process of urbanization. This is done to ensure the well-being of people's livelihood, promote social equity and justice, and foster the harmonious and stable development of society. The epoch-making policy concepts, such as "the same right to rent and sell" and "the simultaneous development of rent and sell," have provided guidance for the deepening reform of the housing rental market, expanding the market development space, and promoting large-scale and professional development. As a result, the market main body has become more diversified, the supply of houses has continued to grow rapidly, and the business behavior has become more standardized, leading to significantly improved service quality. However, behind the vigorous development of China's housing rental market, a series of problems and challenges have surfaced, such as increased operational risk caused by the tension of the capital chain, the immature profit model, limited profitability of enterprises, high cost of housing acquisition affecting the speed of market expansion, and the need for further improvements to the relevant laws and regulations system to adapt to new changes in the market. These problems act as constraints that restrict the healthy development of the housing rental market, and pose higher-level requirements and severe tests for the refined operation ability and strategic planning of enterprises. In response, Company A, as a housing leasing enterprise, entered the housing rental field through the integrated mode of "self-construction and self-leasing" in order to increase the supply of local rental housing. After 4 years of operation, Company A has made certain achievements. However, with more enterprises entering the housing rental market and the slow return of rent, the operating pressure of Company A is increasing. The shareholders and management of the company have realized that the sustainable development and long-term stable layout of the enterprise must be based on the current reality, look forward to the future trend, and further clarify and optimize the strategic development direction of the company. For this reason, based on a thorough study of relevant policy documents and academic literature on "Housing leasing," and in close connection with the actual situation of Company A, this thesis uses PEST analysis method and Porter's five forces model to analyze the internal and external environment faced by Company A from the macro environment to the micro competitive situation in an all-round and multi-angle approach. This will help Company A accurately locate its competitors and explore its own competitive advantages and disadvantages. Moreover, through SWOT analysis, internal and external factor analysis matrix, and QSPM decision matrix, the advantages, disadvantages, opportunities, and threats faced by Company A in the housing rental business are systematically analyzed. Finally, based on the comprehensive environmental analysis results, the thesis formulates a market development strategy selection and implementation plan that adapts to market changes and conforms to the actual development of the enterprise. In order to ensure the effective implementation of the plan, the corresponding strategic safeguard measures are also put forward. |
