摘要: | 本研究以臺灣櫻花鉤吻鮭 (Oncorhynchus masou formosanus) 保育二十年歷程為主題,以文獻回顧、深度訪談、焦點團體和參與式工作坊等質性研究法,來挖掘與爬梳過去二十年我國櫻花鉤吻鮭保育成果。並整理國外淡水魚類保育現況與 IUCN 提出之物種保育原則,嘗試提出國際上淡水魚類的保育框架來比對我國櫻花鉤吻鮭保育歷程,並透過經營效能管理評量,嘗試探討我國櫻花鉤吻鮭保育歷程中的成就及可改進之處。本研究發現各項保育作為上我們大致都已經達成及符合國際趨勢,如:建立「武陵長期生態監測 (WLTER)」; 一系列棲地改善作為,包含:退耕還林、減少農業活動、拆壩、防治水質惡化、減少遊憩衝擊; 大眾生態保育教育宣導; 建立櫻花鉤吻鮭完整繁養殖技術等,並且保護區也會當地社區帶來相關經濟與就業效益。但未來仍面臨許多挑戰,包括氣候變遷、基因窄化、外來種入侵、在地社區實質參與及永續發展等議題。 This study focuses on the twenty-year conservation process of the Oncorhynchus masou formosanus. Utilizing qualitative research methods such as in-depth interviews, literature review, focus groups, and participatory workshops, we explore and untangle the achievements of our Oncorhynchus masou formosanus conservation efforts over the past two decades. Additionally, by organizing the current conservation status of freshwater fish species worldwide and the conservation principles proposed by the IUCN, we attempt to compare our Oncorhynchus masou formosanus conservation process with the international freshwater fish conservation framework. By using Management Effectiveness Evaluation, we aim to examine the achievements and areas of improvement in our Oncorhynchus masou formosanus conservation process. Our study found that we have generally achieved and aligned with international trends in various conservation actions, such as: establishing the " Wuling Long-Term Ecological Research (WLTER)"; a series of habitat improvement measures, including converting farmland into forest, reducing agricultural activities, removing sand dams, preventing water quality deterioration, and minimizing recreational impacts; promoting public ecological conservation education; and establishing a complete breeding technology for Oncorhynchus masou formosanus. Moreover, the protected areas have brought related economic and employment benefits to the local communities. However, we still face many challenges in the future, including issues related to climate change, genetic bottlenecking, invasion by exotic species, substantial participation from local communities, and sustainable development. |
