Abstract: | 國民年金法作為我國最晚成形的社會保險相關法令,最初的立法目的即在於保障我國未被納入社會保險之國民,社會保險身為社會安全網的第一道防線,雖然立意良善,但是對於納保對象之保障成效略顯不足。
本文研究藉由回顧國民年金保險政策的歷史發展,探討制度的實施現況,並針對國民年金保險當前困境提出改進方向。 研究發現國民年金欠繳情況嚴重,主因來自於多數民眾並了道完整制度內容,又或是年輕人不願納保。為了改善此狀況,可以透過制度面的改善、納保機制的調整來提升投保率。同時透過多元化宣傳讓民眾了解國民年金的立意與目的,同時,未來國家政策應慢慢走大年金制度,整合國內不同的社會保險,才能有效照顧國民、減少支出。 As the latest-formed legislation concerning social insurance in our country, the National Pension Insurance Law was initially established with the purpose of providing protection to those nationals who were not covered by social insurance. Although social insurance serves as the first line of defense in the social safety net and has benevolent intentions, its effectiveness in safeguarding the insured population has been somewhat inadequate. This paper conducts research by reviewing the historical development of the National Pension Insurance policy, exploring the current implementation status of the system, and proposing improvement directions to address the current challenges faced by the National Pension Insurance. The research reveals that there is a serious problem of arrears in National Pension contributions, primarily stemming from the lack of understanding of the complete system among the majority of the population or the unwillingness of the younger generation to enroll in the insurance. To improve this situation, it is essential to enhance the coverage rate through institutional improvements and adjustments to the enrollment mechanism. Furthermore, raising public awareness of the intentions and objectives of the National Pension Insurance through diversified promotion is crucial. In addition, it is suggested that the future national policy should gradually transition to a comprehensive pension system, integrating various domestic social insurances, in order to effectively care for the citizens and reduce expenditures. |
