Abstract: | 近年來為了推動社會住宅之興建,臺北市都市發展局推出「青年創新回饋計劃」,並透過遴選制度引入「青創戶」於社宅之中。青創戶透過互相支援、創造社宅生活感,並在委員及培力團體的輔導下,逐漸成為社群。該社群逐漸凝聚認同感與社群意識,並擴大社會關注與影響力、他們成功翻轉都市冷漠,並開創了青創社群的公共價值與嶄新定義。
本研究以自身作為計畫首案之青創戶的背景出發,透過田野觀察、網路媒體報導、文本資料回顧、半結構式訪談等質性方法進行研究,藉由社群意識與認同的分析角度詮釋青創社群之發展脈絡及公共化演進。 本研究發現,青創戶最初係因「有機連帶」(organic solidarity)的契約關係而具備傳統社群Gemeinschaft(community)的地緣基礎,更為了突破時間及空間的隔閡,利用數位社群平台進行溝通協調,組成青創事務小組,也形成最初「我群」(we)的管理共識(consensus)。而後,青創戶受到賦權與培力(empowerment)引導,開始與社宅的弱勢家戶、一般家戶「共同管理」(the environmental management of strategic common pool resources,稱CPRs)社宅公資源;最後,青創社群以創新的經營模式轉化該社群的公共化定義。青創戶與住戶們運用剩食分享、組織農耕隊、規劃共餐活動、布置公共大廳、小型加工食農產品、募資與販售社宅品牌來逐步開創「微經濟」的共管模式(CPRs),並藉此與國家資本進行對話,成功翻轉社會冷漠,同時展現青創社群公共化價值與影響力。 In recent years, Taipei City Government Department of Urban Development has launched the “Youth Innovation Initiative” to promote the construction of social housing. Through a selection process that brought Youth Innovator into the social housing, they support each other and have created a sense of living and community. Under the assistance of commissioner and empowerment groups, they have gradually become communities. This community gradually have developed community identity, expanded social attention and influence. They have successfully overturned coldness in the city and creating new public values and defining youth innovator communities. This research has started from the author’s background as a Youth Innovator of the initiative’s first case. Through qualitative methods such as field observations, network, social media reports, references and semi-structured interviews, the research uses analytical angles of community sense and identity to explain the development of networks and public evolution of youth innovator communities. This research has discovered that Youth Innovators have established a geographical relationship within traditional communities (Gemeinschaft) through an initial contract relationship of “organic solidarity” To overcome the challenges of time and space, they have used social media to form the Youth Innovators' Mini Affair Group and agglomerated a management consensus based on the collective identity as "we". Then, youth innovators have been empowered to conduct, starting “the environmental management of strategics common pool resource” (CPRs) in collaboration with disadvantaged and general families who living in social housing; They utilized innovative management approaches such as food sharing, farming teams, and family-style small processing Agri-food products, to create a "micro-economics" within the CPRs. By engaging in conversations with the national capital, they have been successfully transforming social coldness, while also demonstrating the public value and influence of youth innovator communities. |
