摘要: | 聯合國永續高峰會2015年通過《翻轉世界:2030永續發展議程》,揭示永續發展目標(Sustainable Development Goals, SDGs)為各國推動永續發展的共同語言與核心策略。SDGs包含17項核心目標(Goals)、169項具體目標(Targets)與232項指標(Indicators),用以衡量實踐進度,並呼籲世界各國採取適合自己國家與地方城市的行動方案,提出自願檢視報告(Voluntary Local Reviews, VLR)。2019年新北市為國內第一、全球第十發布VLR的城市,後於2021年發布第二本至今。
本研究以文獻分析法,針對新北市政府2019年及2021年兩本VLR、聯合國2016年、2021年兩本全球永續運輸會議報告等共四本文獻之內容,檢視兩者永續運輸指標中之「交通項度」及相關政策措施,並針對「人本運輸」及「智慧運輸」內容進行盤點、對照,由下(新北市)而上(聯合國)套疊、架接出新北市VLR接軌聯合國SDGs的連通取徑,本研究稱之為「V-S取徑」,作為新北市與SDGs之交通項度的應然趨勢與依循取徑。 本研究發現四本報告之永續運輸指標項目,同以「降低交通事故死亡率」、「營造無障礙交通運輸環境」、「提供弱勢團體可近用的大眾運輸」與「鼓勵民眾使用大眾運輸」作為主軸。而新北市永續運輸政策之「人本運輸」,則以「營造無障礙人本運輸環境」、「推廣大眾公共運輸使用」及「建置分享運具與建設自行車道」等面向較有落實,但在「降低道路交通事故死亡人數與死亡率」與「提升大眾公共運輸系統成長率」方面仍待加強。至於「機車及攤販退出騎樓」與「騎樓整平」措施之推動,則較具困難度與挑戰度。「智慧運輸」方面,新北市目前推動之「智慧運輸中心」、「基北北桃公共運輸發展平台」、「智慧化號誌與停車設施」、「電動運具之推廣」與「科技執法」等,實踐程度仍需著力深耕。 本研究主張未來新北市應以「V-S取徑」作為因應聯合國永續運輸之參考路徑,著重落實「降低新北市交通事故死亡人數與死亡率」、「提升大眾公共運輸系統成長率」與「鼓勵多方利害關係人參與,加強公私夥伴關係」,使新北市永續運輸政策能真正接軌SDGs,實踐永續發展之願景。 In 2015, the United Nations Sustainable Development Summit adopted "Transforming Our World: the 2030 Agenda for Sustainable Development", revealing the Sustainable Development Goals (SDGs) have become the common language and core strategy for all countries to promote sustainable development. The SDGs consist of 17 sustainable development goals, with 169 targets, and 232 indicators, which are used to measure the progress of practice, and call on all countries in the world to adopt action plans suitable for their own countries and local cities, and actively aiming at the implementation progress of SDGs, voluntarily submit inspection reports and experience sharing. In 2019, New Taipei City was the first city in Taiwan and the tenth in the world to issue voluntary local reviews (VLR), and then released the second VLR in 2021. This study uses the document analysis method, mainly based on the content of the two VLR issued by the New Taipei City Government in 2019 and 2021, and the two Global Sustainable Transport Conference reports of the United Nations in 2016 and 2021, focusing on the sustainable transport indicators of the four "transport items" and related policies and measures, as well as the content of "humanity-oriented transportation" and "intelligent transportation" are inventoried and compared. However, because there is a real gap between the goal and the current situation, the purpose of this study is to clarify the reasons for the gap, and to sort out the differences between VLR and SDGs. The path of the United Nations sustainable transportation project integration is the goal of New Taipei City's efforts towards sustainable transportation development. (this study is referred to as "V-S Approach"). The study found that in the reports of the New Taipei City VLR and the Global Sustainable Transport Conference reports are "reducing traffic accident fatality", "creating a barrier-free transportation environment", "providing vulnerable groups with accessible public transport" and "encourage the public to use public transport" as the main axes. As for the sustainable transportation policies of New Taipei City, among the "humanity-oriented transportation", are the "creating a barrier-free humanity-oriented transportation environment", "promoting the use of mass public transportation" and "building vehicle sharing and bicycle lanes" are relatively implemented, but in "reducing the death toll and death rate in road traffic accidents" and "increasing the growth rate of the mass public transport system" still need to be strengthened. As for the measures of "exiting veranda for motorcycles and street vendors" and "leveling veranda ", these are more difficult and challenging to promote. In terms of " intelligent transportation ", New Taipei City is currently promoting "Intelligent Transportation Center", "Northern Taiwan Public Transportation Development Platform", " intelligent signs and parking facilities", "promotion of electric vehicles" and "technology law enforcement", etc., the level of practice still needs to be intensively cultivated. In the future, New Taipei City should use the "V-S Approach" as a reference path for sustainable transportation in response to the United Nations, focusing on the implementation of "reducing the number of traffic accident deaths and death rates", "increasing the growth rate of public transportation systems" and "encouraging multi-stakeholder people and strengthen public-private partnerships”. By dealing with those items, to make New Taipei City's sustainable transportation policy truly in line with SDGs, and realize the vision of sustainable development. |
