Abstract

本論文旨在研究政府採購活動標案的相關內容，包括政府採購法歷程及投標方式演進階段、勞務標案類型剖析、政府採購法相關法令說明、電子採購網介紹、標案研究分析及案例研討等。首先，介紹政府採購法法令，探討其制定背景、目的和主要內容。這包括法規對於公平競爭、透明度和效率的要求，以及相關的法律責任和制裁措施。 探討政府採購法及投標方式的採購程序演變。從傳統的手動程序到現代化的電子採購系統，分析不同階段的程序和相應的改變。這涵蓋了需求確定、招標、評選、合約簽訂和執行等採購過程的具體步驟和要求。 在勞務標案類型方面，研究各種不同類型的勞務標案，例如技術服務及專業服務等。剖析每種標案類型的特點、標案案例和相關標案執行要求。 詳細介紹政府採購法法令，其中包括相關政府預算定義及編列標準、政府採購法的法規和規範、政府標案招標及決標方式。說明這些法令的目的、適用範圍和原則，並強調透明度、公平競爭和效率等重要要素。 電子採購網為現代化採購資訊系統的重要組成部分，介紹其功能、優勢和應用。這包括電子招標、投標和決標等資料，以提高採購過程的效率、透明度和便利性。 最後，本論文透過案例研究分析並提出以QAB模型維度指標來分析並進行細分標案健康度的類型，針對標案健康度以投標者角度制定相對應投標策略，以提高得標機率並確保勞務採購的品質和效益。

The aim of this thesis is to study the relevant content of government procurement activities, including the process and evolution of bidding methods in government procurement law, analysis of service contract types, explanations of relevant laws and regulations in government procurement law, introduction to electronic procurement websites, research analysis of bidding projects, and case studies. Firstly, the government procurement law and regulations are introduced, exploring their background, objectives, and main content. This includes the requirements of the regulations for fair competition, transparency, and efficiency, as well as the relevant legal responsibilities and sanctions. The evolution of the government procurement law and bidding methods is discussed. The different stages of the process and corresponding changes are analyzed, from traditional manual procedures to modern electronic procurement systems. This covers specific steps and requirements in the procurement process such as demand determination, tendering, evaluation, contract signing, and implementation. In terms of service contract types, various types of service contracts are studied, such as technical services and professional services. The characteristics, case examples, and related requirements for each type of contract are analyzed. The government procurement law and regulations are introduced in detail, including the definition and allocation standards of government budgets, regulations and norms of government procurement law, and bidding and awarding methods for government projects. The purpose, scope, and principles of these regulations are explained, emphasizing important elements such as transparency, fair competition, and efficiency. The electronic procurement website is an important component of modern procurement information systems, and its functions, advantages, and applications are introduced. This includes electronic tendering, bidding, and awarding data to improve the efficiency, transparency, and convenience of the procurement process. Finally, this thesis analyzes case studies and proposes the use of the QAB model dimension indicators to analyze and classify the types of bidding project health. Corresponding bidding strategies are developed from the perspective of bidders to increase the chances of winning bids and ensure the quality and benefits of service procurement.
