| 摘要: | 2020年台灣政府欲藉自詡防疫成績對國際發聲,意識到國際傳播的重要性及契機,以標案形式推出TaiwanPlus並委託政府媒體中央社及公共媒體公視承接營運。文中試圖回答以下研究問題:在不同組織模式(政府媒體中央社及公共媒體公視)承接下,TaiwanPlus設立初期的組織模式變遷為何?
本研究發現,TaiwanPlus受中央社承接階段,政府將標案目標設為「藉台灣對抗新冠疫情努力及經濟成就,改變國際社會對台灣的想像」;TaiwanPlus借調承接媒體中央社主管擔任管理職,並倚賴其採訪資源之支援;組織編採決策鎖定防疫新聞,記者主動選擇題材的空間有限,並認知以政府政策建構台灣觀點。TaiwanPlus受公視承接階段,政府設定之標案目標為「藉TaiwanPlus發揮台灣國際影響力」;TaiwanPlus數位平台及頻道服務適用國內廣播電視法令及承接媒體公視自律機制,並與公視台語台等單位並行營運;組織編採決策鼓勵記者主責新聞,使記者認知具空間以民間聲音建構觀點。 本研究認為,TaiwanPlus為標案形式隱含政府預先設立預期目標,並無長期規畫,不利平台穩定生存。而TaiwanPlus建構於公共模式,在組織建構上得以取得獨立空間,卻因未於制度上納入台灣公共媒體,使TaiwanPlus團隊在實務經營上的採訪素材與量能有所限制。因此,本研究認為,未來政府應朝向儘早修法《公視法》,使TaiwanPlus成為公廣集團旗下平台,落實傳播資源平台的整合目標,將有利台灣呈現更具全面性之社會故事與國家形象。 This study aims to examine TaiwanPlus, the first English-language international streaming platform in Taiwan, supported by the Ministry of Culture in the form of a tender and entrusted to the government media, Central News Agency, and public media, Public Television Service Foundation, in 2021 and 2022. This article attempts to answer the following research questions: Under the succession of different organizational models (CNA and PTS), how did organizational models change in the initial stages of TaiwanPlus? It has been found that when TaiwanPlus was operated by CNA, the government set the tender goal of "enhancing Taiwan's reputation through economic achievements and efforts to fight the epidemic". Aside from seconding the Central News Agency management team, TaiwanPlus utilized CNA interviewing resources. Reporters were, meanwhile, restricted from choosing topics due to editorial decisions to focus on the news of epidemic prevention, implying that the government's policy determined their viewpoints. During the succession stage of PTS, on the other hand, the government's goal for TaiwanPlus is to increase Taiwan's international influence. TaiwanPlus's digital platform and channel services comply with domestic broadcasting and television laws as well as PTS's self-regulatory mechanism. Noteworthy is the fact that editorial decision-making leads encourage reporters to take charge of their stories by allowing them to construct opinions that incorporate community voices. This study considers that TaiwanPlus’s form of tender implies that the government has set a pre-determined target, along with no long-term planning, which is not conducive to the stable survival of the platform. TaiwanPlus is built on a public model and has gained independence in its organizational structure. It should be noted, however, that because the platform has not been included in the public media in Taiwan yet, TaiwanPlus has been limited in terms of interview materials and operational capacity. Therefore, the study suggests amending the "Public Television Law" as soon as possible so that TaiwanPlus becomes a public foundation-supported platform and implements the communication resource platform integration goal, enabling Taiwan to present a more comprehensive national image and social narrative. |
