摘要: 文化健康站計畫是我國針對原住民族所進行的長照政策,本研究整理過往相關文獻,發現針對計畫負責人的研究較少,因此希望能夠探討影響文化健康站符合在地照顧需求的因素為何,並且希望能透過知識連結(Knowledge Linkage)理論的視角去看計畫負責人在計畫中的影響力大小。 本研究透過半結構式訪談進行,訪談對象包含花蓮地區四位文化健康站計畫負責人、中央及地方機關負責人等,研究發現影響文化健康站運作的因素可大略分為政策是否因地制宜、行政程序是否方便、外界資源是否有效串連、文化健康站工作者是否專業並認同部落以及文化健康站與在地組織及社群之關係是否和諧。 另外,知識連結理論的確可以解釋計畫負責人在計畫中所扮演的重要性,包含轉譯長輩及政府雙方的需求,以及透過自身與在地的連結去創造資源連結的機會。然而目前政府對於計畫負責人的兼職定位與計畫負責人可發揮的潛力不符,故本研究期待計畫負責人的角色重要性未來能更被彰顯,各項原住民族長照政策能更保有因地制宜的彈性及尊重在地的思維。
The Cultural Health Center Program is a long-term care policy for indigenous peoples in Taiwan. This study collated past literature and found that there is little research on the program leaders. Therefore, the author hopes to explore the factors that influence the cultural health center to meet the needs of local care. The author also hopes to see the influence of the leaders in the program through the perspective of Knowledge Linkage theory. This research was conducted through semi-structured interviews. The interviewees included four program leaders of the cultural health centers in Hualien, as well as the officials of central and local agencies. The study found that the factors affecting the operation of the cultural health centers can be broadly classified into whether the policies are locally appropriate, whether the administrative procedures are convenient, whether external resources are effectively linked, whether the cultural health center workers are professional and identify with the tribe, and whether the relationship between a cultural health center and local organizations and communities is harmonious. In addition, the knowledge linkage theory does explain the importance of the program manager's role in the program, including interpreting the needs of both elders and the government, and creating opportunities for resource linkage through his or her own connection to the local community. However, the current government's part-time positioning of the program leader does not match the potential of the program leader. Therefore, this study expects that the importance of the role of the program leader will be more prominent in the future, and that the policies of indigenous long-term care will be more flexible and respectful of the local context.
