標題: 價值工程應用於廣慈博愛園區選擇地下施工方法之研究

摘要: 在營建業中,地下施工方法之選擇不當往往會導致工期延誤、成本損耗及安全性方面的各類問題。因此,選擇一個好的工法,來達到較高的安全性、較高的經濟性以及較短的時效性,一直是營建工程在發展過程中的一個非常重要的議題。前人的研究提到價值工程在台灣的營建業中還有很大的發展空間,且主要以業主的角度進行探討,而本研究將將承續前人之研究方向,將以營造廠的角度,並在統包工程之範圍內,來提出一套適合承商執行價值工程的簡易程序,同時輔以統包工程之個案進行演練,期望藉此能夠提升營造廠之行業競爭力與創造價值之能力。 本研究利用價值工程的研析流程,首先在資料階段對研析之標案的資料進行搜集。然後由於價值工程研析團隊於投備標階段已經成立,因此在這個階段,採用層級分析法的方式來輔助及進行驗證,匯總整理出開挖工法需要考慮到的所有因子,並在其中評選出了:擋土與支撐(0.1493)、鄰房狀況(0.118)、地質情況(0.108)、地下水情況(0.0901)、直接成本(0.0717)、工區動線(0.067)、施工工期(0.0641)這7個對於營造廠來講比較重要的權重大小。然後是創意階段和判斷階段,通過腦力激蕩的方式列出6個替代構想然後進行專家評選,得出3個較優的方案。最後建議發展階段,針對3個較優的方案進行成本、工期、動線、安全的量化比較後,研析出一個能够達到研究目的之替代統包設計方案,並且優於原先期招標規劃的各方面要求,且實際案例工程也在以研析之方案進行施工。因此,本價值工程研析模式在實務上具有一定可行性,建議可供後續研究深思與探討。
In the construction industry, improper selection of underground construction methods often leads to various problems in construction period delay, cost loss and security. Therefore, choosing a good construction method to achieve higher security and economic growth, as well as shorter timeliness, has always been a very important issue in the development of construction projects. Previous studies have mentioned that value engineering still has much developing potential in Taiwan's construction industry, and it is mainly discussed from the perspective of the owner. This research will follow the previous research and focus on the perspective of the construction plant. Within the scope of the turnkey project, this research will put forward a set of simple procedures suitable for contractors to implement value engineering, and supplement with turnkey projects for drills, hoping to improve the competitiveness and value creating ability of construction plants. This research adopts the analysis process of value engineering, and firstly collects data from related bids in this stage. Then, since the value engineering analysis team has been established in the bidding preparation stage, at this stage, the AHP method is used to assist and verify. This study summarizes all the factors that need to be considered in the excavation method, and concludes seven important weights for the construction plant: Soil Retention and Support (0.1493), Adjacent House Condition (0.118), Geological Condition (0.108), Groundwater Condition (0.0901), Direct Cost (0.0717), Work Area Moving Line (0.067), and Construction Period (0.0641). Then come the creative stage and the judgment stage. By brainstorming, six alternative ideas were listed, and three better solutions were selected by experts. Finally, in the suggestion developing stage, after quantifying the cost, construction period, moving line and security of the three solutions, an alternative turnkey design scheme, which can achieve the research purpose and is superior to the original bidding plan in all aspects, is developed. The actual case project is also constructed according to this scheme. Therefore, this value engineering research and analysis model has certain feasibility in practice, which can be recommended for further research and discussion.
