摘要: | 社區為本氣候變遷調適(Community-based Adaptation to climate change, CBA)是能夠幫助脆弱社區的民眾應對氣候變遷的方法,然而目前主要的經驗來自於發展中國家的農村。在台灣則缺乏針對與民眾生計、長遠氣候風險為關注焦點的推動案例。本研究從社會-生態系統觀點,探討因地層下陷而脆弱、養殖產業受氣候影響的脆弱社區──雲林縣口湖鄉成龍村之個案經驗。藉由質化的個案探討檢視成龍村經歷的調適性循環,探討成龍村產生由下而上韌性行動的關鍵因子。在1986年與1996年遭受韋恩與賀伯颱風侵襲,致使該村莊的農地變成溼地之後影響了整個村落的社會-生態系統,包含其地景、產業,與社會網絡。颱風的衝擊雖然傷害了成龍村,卻也推動整個村落進入後段循環,在社區陪伴組織透過藝術季等環境教育行動的擾動之下,改變了居民對於溼地地景的地方感,也擴大與深化了社區的社會資本,這些為社區的氣候變遷調適行動奠下基礎,也因此使得社區有初步的氣候調適策略。然而未來主要的挑戰在於設立社區的共同願景與利害關係人參與,以及社區尺度的長遠氣候風險推估,以助於社區排序出調適選項。這份研究透過成龍村個案經驗探討,幫助第一線社區工作者以及社區氣候調適相關研究者檢視如何在脆弱社區操作與促進社區為本的氣候變遷調適行動。 Community-based Adaptation to climate change (CBA) facilitates people in vulnerable communities coping with climate change. However, currently most of the experience comes from rural areas in developing countries. In Taiwan, few CBA cases focus on people’s livelihood and long-term climate risk. From the perspective of Socio-ecological System (SES) theory, this research explored the case of Cheng-Long Village, a vulnerable community facing land subsidence, and whose aquaculture industry is affected by climate change. Through qualitative case study method, this study examined the adaptive cycle of Cheng-Long village, and identified the key factors leading it to bottom-up resilient actions. After being hit by typhoon Wayne and typhoon Herb in 1986 and 1996, Cheng-Long village’s farmlands were transformed into wetlands, driving the change of Cheng-Long Village’s SES system, including its landscape, industry, and the social networks. After being impacted by typhoons, Cheng-Long Village was pushed into a back-loop stage. Through the disturbance of community companion organization’s environmental education activities, the local resident’s sense-of-place for the wetland landscape has been transformed. The actions also expanded and deepened the social capitals of the community, laying the foundation of Cheng-Long village’s adaptation actions, and therefore enabled the community to have climate adaptation strategies. However, the main challenge for Cheng-Long Village in the future is to establish the community’s common vision and stakeholder engagement process, as well as a community-scale long-term climate risk scenario projection. This study enriches CBA case study based on Taiwan’s context for practitioners and CBA-related researchers on operating and promoting community-based adaptation in vulnerable communities. |
