標題: 水岸自行車專用道評估研究-以淡水自行車道爲例

摘要: 近年來隨著環保意識興起以及與休閒概念的結合,加上政府鼓勵發展休閒旅遊產業,設置全國自行車專用道計畫,使自行車專用道數量及使用人口日增月益,自行車專用道的規劃與設計便成爲一項重要的課題,而大臺北地區又以河濱型水岸自行車專用道爲最大宗。因此,本研究以此爲研究對象並進行評估模式的建構。
  本研究藉由文獻回顧環境屬性與車道設計規劃準則後彙整相關因子,並選取國內相關領域13位專家作爲受訪對象,透過專家訪談確立評估因子,結合環境資源、車道空間以及服務設施等層面因素,利用專家問卷調查法與層級分析法,分析與討論因子間彼此的重要性,藉由評估指標權重,建立一「水岸自行車專用道規劃評估模式」。最後經由實證研究,實際將北部熱門路線一淡水金色水岸自行車專用道,代入模式進行檢核,確立評估模式的完整性與可行性。
  研究結果顯示,本研究探討的水岸自行車專用道之評估架構共有二個層級,目標層爲「水岸自行車專用道規劃評估」,第一層級包括「環境資源(0.412)」、「車道空間(0.415)」及「服務設施(0.173)」三項評估項目;第二層級共有十八項評估項目。由權重結果可知較偏重於「環境資源」構面下的「遊憩點及景觀資源的連結性(0.195)」與「車道空間」構面下的「車道連續性(0.304)」。因此,欲發揮水岸自行車專用道休閒遊憩功能,於規劃時應著重於車道空間的連續性及遊憩資源的連結性。最後透過評估模式,分析水岸自行車專用道的綜合性問題,並提出規劃及設計之建議,可作爲未來自行車專用道規劃設計及改善的參考。
Due to growing environmental protection sense and recreational demand in recent years, biking has become increasingly popular in Taiwan with the number of bikeways and biking population on the rise. Viewing that bikeway design and planning has become a concern and most of bikeways in the Taipei metropolitan area are along riversides, the study aims to build an evaluation model specifically for bikeway planning.
Through reviewing literature on environmental attributes and criteria for bikeway design and planning, the study listed a number of factors for evaluation and then selected the most relevant ones based on 13 local experts’ opinions, with the relevant factors including environmental resources, space of bikeways and service facilities. The study undertook a questionnaire survey of experts and used the Analytic Hierarchy Process (AHP) method to analyze the relative importance of each factor, and then evaluated weights of each factor’s indices to establish an “Evaluation Model for Waterside Bikeway Planning”. The demonstration of the model in a case----the popular Tamsui Golden Waterside Bikeway in the Taipei metropolitan area----proves its comprehensiveness and feasibility.
The results of the study show that the framework of the evaluation is of two levels: The first (target) level is “evaluation for waterside bikeway planning” consisting of the three evaluation factors “environmental resources (0.412)”, “space of bikeways (0.415)” and the “service facilities (0.173)”, while the second level consists of 18 evaluation factors. “Availability of scenic spots and resources along bikeways (0.195)” under “environmental resources” factor and “continuous routes (0.304)” under “space of bikeways' factor are two indices with higher weights. In order to maximize recreational functions of bikeways, therefore, it is important to consider whether there are scenic spots and resources adjacent to or near a bikeway as well as the bikeway should not be broken in its entire route. The study also used the model to analyze various problems common to waterside bikeways and thereby proposed recommendations concerning bikeway design and planning for reference.
