社區自主性評估指標之初探

Abstract

許多「社區」和「社區營造」的研究中，都提到促成社區擁有「社區自主性」是重要的社區發展經營目標之一。本研究希望作為社區自主性及其指標的基礎研究，為了更了解「社區自主性」的內涵，並嘗試建立一套具有可操作性的評估指標，本研究首先整理出社區自主性的影響因子，並以其為基礎初擬社區自主性的評估指標，經由專家問卷確認後，以兩個社區試作評估確定此指標系統可以實際操作。 本評估指標總共包含7大面向與16項評估指標。試評估結果顯示，本研究嘗試建立的評估指標可以符合「系統性」、「可信度」、「一般性」與「易於理解」的指標擬定原則，並可以讓民眾表達出對於社區自主性的看法。 在經過專家問卷調查與實際社區試評估之後，研究發現，「社區民眾的意見表達」、「社區內部的自我管理」、「社區意識」，及「社區經濟能力」是影響社區自主性重要的關鍵指標。

To encourage the “Community Autonomy” is an important objective of community-develop which has mentioned by many studies of “community” and “community empowerment” .For being a primary study on meanings and evaluation indicators of community autonomy, this research would get together the factors of community autonomy, and establish the evaluation indicators by inquiring with experts. After that, used the “Community Autonomy Evaluation Indicators” on two communities for testing it could operate concrete or not.

This “Community Autonomy Evaluation Indicators” includes 7 main Indicators and 16 items. The result of testing shows that the “Community Autonomy Evaluation Indicators” could conforms to the making-rules of indicators, and help inhabitants to express their thoughts of their community’s autonomy.

The survey detected the crucial factors of “Community Autonomy Evaluation Indicators” are “Inhabitants’ Communication”, “Self-managed of Community”, “ Conscious of Community”, and “Economical ability of Community”.
