韓國老人長期療養保險制度形成之研究-給臺灣的啟示

Abstract

中文摘要 台灣與韓國老年人口在2008年超過10%，預計在2018年會到達14.3%，而進入高齡社會 (Aged Society)。韓國在2008年開始實施老人長期療養保險制度，台灣也在準備立法長期照顧保險制度。 本研究之主要目的有三：一、探討韓國引進老人長期療養保險之背景與制度形成的脈絡。二、探討韓國老人長期療養保險之現況與相關問題。三、探討韓國老人長期療養保險之改善方案以及台灣值得參考的內容。本研究之研究方法以歷史資料及文獻探討為主，深度訪談法為補。本研究的研究對象有：實際參與韓國老人長期療養保險制度過程的相關人士、學術界以及實務界專家等，總共7位。 研究結果顯示：韓國實施老人長期療養保險制度，有提升老人的生活品質、減輕撫養老人家庭的負擔、可以有效經營韓國健康保險財政制度以及創造新工作機會等。但是，推進制度的進行速度與方式，正負面地影響現行制度的四大範疇，含給付對象範圍、服務內容、服務輸送體系以及籌措財政方式。根據研究結果，本研究提出韓國老人長期療養保險制度的改善方案及給台灣政策發展的建議。 本研究可作為建構台灣老人長期照護保險制度以及發展服務體系的借鏡。

Abstract The proportion of the elderly (persons over 65) in both Taiwan and Korea is over 10% in 2008, and it is expected to be over 14% and become a so-called 'aged society' in 2018. At this moment, in 2008, Korea started long-term care insurance for senior citizens and Taiwan is now preparing for its own legislation. This study is to analyze: One, the policy background and process of Korea long term care insurance for senior citizens. Two, its current situation and related issues. Three, its way to improvement and to provide Taiwan a worthwhile suggestion. This study applied historical research and was completed by interviewing the 7 people whom influenced the policy process of Korea long term care insurance and combining, generalizing and comparing all correlative data. The conclusions of this study are as follows: the long term care insurance act in Korea promoted the life quality of the elderly, reduced burdens of family caregivers, effectively managed Korea national health care insurance and even created new job opportunity. However, the speed and a method of policy process influenced the current system in both positive and negative ways. Findings of this study may affirm the room for improvement of the long term care insurance in Korea; Meanwhile, providing a suggestion on future long term care insurance policy in Taiwan. This study can be used for reviewing and referencing for long term care insurance in Taiwan and its service system.
