馬政府時期中國大陸政策探討（2008-2016）

Abstract

馬政府八年執政時間（2008-2016）的外交政策受到不少批評，主要是對其「偏中」政策的質疑，認為馬政府在政策的選擇上會把改善中國大陸關係視為最重要目標。因此本文想透過影響我國外交政策的內外部因素進行分析，了解我國所面臨的外交環境，以及能夠利用之資源。再者，分析馬政府時期的中國大陸政策，並以「芬蘭化」的衡量標準檢視馬政府是否如外界所言有「偏中」的事實。最後，透過對美國、日本及歐盟的政策梳理，了解馬政府對美國、日本及歐盟的外交作為與雙邊關係，藉此分析馬政府與中國大陸關係改善下與其他國家的關係。透過上述分析架構，本文發現馬政府的確在制定政策上，會先考慮與中國大陸的關係。惟透過影響我國外交政策的因素分析，與中國大陸維持好的關係是必須的，且馬政府並沒有偏廢與其他國家的關係，仍與政策目標國家維持穩定或達到更好的狀態。

President Ma’s eight-year administration received much criticism for his pro-China policy. This thesis begins by illustrating the international enviroment that Taiwan faces and the resources it can leverage by analyzing the external and internal factors that influence Taiwan’s foreign policy. Then, it exploring Ma’s mainland policy and uses the standard of “Finlandization” in order to determine whether his policy really is pro-China. Finally, the author reviews out the Taiwan’s policies and bilateral relations toward the US, Japan, and the EU. Through the above analysis, this thesis concludes that the Ma administration firstly consider the relations with China, since it is necessary for Taiwan’s foreign affairs. Also, Ma adimistration did not abandom connections with other countires. They still stablized the relations with the targeted countries or even foster new relations with them.
