| 摘要: | 「財團法人國防安全研究院」(INDSR)是臺灣於2018 年成立的第一個國防智庫。本研究主旨係探討美國防智庫悠久的歷史和經驗,藉以促進國防院的永續經營與發展。因此,在美國防智庫當中,挑選蘭德公司(Rand)、國防分析中心( IDA ) 、海軍研究中心( CNA ) 等, 同屬聯邦政府資助的研發中心
(FFRDC)為主要對象。藉由文獻資料的蒐整與分析,確定上述四所智庫在「菁英人才招聘」、「核心能力開發」、「研究契約簽訂」、「研究議程設定」、「行銷拓展策略」、「國防政策的影響」、「資金來源」和「跨領域合作」 等八項關鍵機制運作特質;並將人員升遷、薪酬及績效考核等重要人力資源管理要素一併納入討論。此外,本研究發現美國防智庫成功運作的四個特質,即「保持高度獨立性」、「非營利組織商業化運作模式」、「聘用退役軍官為主體」、「塑建核心競爭力」。 本研究在訪談國內(外)學者及智庫實務工作者之後,提出以下包括:「制定具競爭力之招募策略」、「改進安全審查機制」、「強化研究獨立性」、「塑建核心競爭力」、「加強國際學術交流」、「增強政策影響力」,以及「完善市場行銷策略」等七項改進建議,冀望本研究之建議可為國防院的永續發展,提供具建設性之參考。 The Institute for National Defense and Security Research (INDSR) is Taiwan’s first defense think tank established in 2018. The main research theme of this study is to explore the long history and experiences of American defense think tanks to improve INDSR development. Among the American defense think tanks, four Federal Funded Research and Development Centers (FFRDC) are selected: Rand Corporation, Institute of Defense Analysis (IDA), Center for Naval Analysis, (CNA), and Institute for National Defense and Security Research INDSR). Eight critical structural characteristics of the four think tanks are identified: “talent recruitment”, “core competence development”, “research contracting”, “research agenda setting”, “marketing and expanding strategy”, “impact to defense policies”, “funding source”, and “cross-discipline cooperation”. Variety of human resource management elements are also discussed: promotion, compensation and performance evaluation. This study finds four features for their successful operations, i.e. “maintaining high degree of independence”, “adopting commercialized operational model for non-profit organizations”, “hiring retired military officers as its mainstay”, and “establishing core competitiveness”. After interviewing domestic and American scholars and practitioners, this study proposes the following development strategies which include: creating competitive recruitment strategy, improving security clearance mechanism, enhancing research independence, building core competitiveness, strengthening international academic exchange, enhancing policy impact, and refining marketing strategy. |
