| Abstract: | 在臺灣,反對不當徵收、訴求「居住權保障」與「土地正義」的社會運動,曾迎來短暫改革契機。改變卻曇花一現,十幾年來,失去家園的故事不斷重演。無法止住的毀壞中,有一群人,嘗試著修補、延緩衝擊,凝聚被開發聲浪覆蓋的在地聲音。
本篇報導聚焦臺北洲美里、臺北社子島和桃園航空城三地區段徵收案,紀錄身份背景各異的行動者們,在各個現場的耕耘軌跡。面對各自案件進程的差異,他們試著找尋開發敘事之外的縫隙,對徵收做出回應,安放人和土地、情感與歷史。 報導希望聚焦行動者們的生命經驗,看見當前開發現場的真實樣貌。 In Taiwan, social movements opposing unjust land expropriations, advocating for “Right to Adequate Housing” and “Land Justice” once ushered in opportunities for reform. However, chances quickly faded. Over the past decade, stories of losing homes continued to repeat. Amid relentless destruction, a group of people has sought to mend, to slow the impacts, and to preserve the local voices and emotions that are at risk of being drowned out by dominant narratives of development. This report focuses on three land expropriation cases, Zhoumei and Shezidao in Taipei, and the Taoyuan Aerotropolis project, documenting how activists from diverse backgrounds have engaged with each site. Amid the different trajectories of each case, these activists seek spaces beyond the dominant narrative of development, responding to expropriation by tending to the bonds between people and land, emotion and history. The report aims to center the live experiences of these activists, and to reveal the realities at today’s contested development sites. |
