| dc.description.abstract | 全球多座都市均可見將廢棄或閒置的交通基礎設施轉化為景觀綠帶之案例，台灣部分縣市亦陸續於鐵路立體化工程後推動類似計畫，高雄鐵路綠園道即為台灣首座全線完工啟用的此類型個案，不僅涵蓋鐵道路廊轉型為具景觀、人本交通與休憩設施等多元用途，更透過官方推動彩繪計畫與開發政策介入，使原本被視為「都市背面」的沿線地區轉變為都市再造的一環，成為融合交通轉型、空間治理與文化建構的前瞻性都市規劃與設計，值得深入探究。本研究以都市政治生態學研究觀點，結合半結構式訪談、動態訪談與空間行為紀錄，整合政策文件與房地產市場趨勢分析之檔案研究，探討綠地建設如何與都市治理、權力運作及社會實踐交織互動，了解綠園道在高雄都市設計與空間治理上的角色定位，分析創造的景觀與沿線空間對周邊地區造成的變化，如何企圖促進都市軸線翻轉，並且理解不同社經背景使用者如何經驗此空間，進而探討哪些群體從中受益、哪些權益受損。第四章探討高雄綠化政策的發展脈絡，深入分析綠園道的規劃推動過程，指出市府如何結合交通設施規劃、視覺設計與文化參與等手段，藉由空間美學與治理話語的整合，賦予綠園道作為都市縫合與公共形象重建的治理功能。第五章透過地產經濟與地方發展的視角，探討綠園道沿線土地開發策略、房地產市場變化，並分析其對於周邊鄰里人口組成的變化。第六章以日常使用的經驗出發，分析綠園道使用者的活動行為樣貌與對於空間的感知經驗。本研究發現綠園道超越綠地生態功能，成為結合休憩、社交與通勤的複合性空間，同時也反映發展導向都市治理邏輯下，公私對公共空間再生寄予之期待與土地空間使用限制間的矛盾。綠園道透過「由上而下創造在地化」的治理策略，在服膺都市升級與中產生活想像的同時，也體現一種具選擇性與排他性的綠色治理邏輯。綠園道促進都市形象改造與生活環境改善的同時，亦透過美感治理與文化介入建立市府的規劃正當性，但象徵性之民眾參與過程與防禦性空間的潛在使用排除，亦彰顯其所伴隨的結構性限制，揭示都市綠化在後工業都市轉型脈絡下的多重意涵。 | zh_TW |
| dc.description.abstract | Numerous cities globally have repurposed abandoned or disused transportation infrastructure into landscape greenways. Similarly, several Taiwanese counties and cities have initiated similar projects following railway elevation projects. The Kaohsiung Railroad Greenway (KRG) represents Taiwan's first fully completed and operational case of this kind, transforming railway corridors into multifunctional spaces for landscape, people-centered transportation, and recreational facilities. Through official initiatives such as mural projects and development policies, areas along the route previously seen as “urban backyards” have been revitalized as part of urban regeneration efforts, integrating forward-thinking urban planning and design that combines transportation transformation, spatial governance, and cultural construction. This study, adopting an urban political ecology perspective, integrates semi-structured interviews, walking interviews, and spatial behavior recording, alongside archival research analyzing policy documents and real estate market trends. It explores how green space construction interacts with urban governance, power dynamics, and social practices, investigating the role of the KRG in urban design and spatial governance, analyzing the created landscapes and the changes in surrounding areas. It examines attempts to promote reorientation of the urban axis and understands how users from different socio-economic backgrounds experience this space, thereby exploring which groups benefit and which interests are harmed. Chapter Four examines the development context of Kaohsiung's greening policy, delving into the planning and promotion process of the greenway, highlighting how the city government integrates transportation infrastructure planning, visual design, and cultural participation to impart governance functions as urban stitching and public image reconstruction. Chapter Five, from the perspectives of real estate economics and local development, explores land development strategies along the greenway, changes in the real estate market, and analyzes changes in the composition of surrounding neighborhood populations. Chapter Six starts from the experience of daily use, analyzing the activity patterns of greenway users and their perceptual experiences of the space. This study finds that the KRG transcends its ecological functions to become a complex space integrating recreation, social interaction, and commuting. It also reflects contradictions between expectations for public space regeneration and restrictions on land use under the logic of development-oriented urban governance. Through governance strategies of “bottom-up localization created from top-down,” the KRG adheres to urban upgrading and middle-class lifestyle imaginations, embodying a selective and exclusive logic of green governance. While promoting urban image transformation and improving environments, the KRG also establishes the planning legitimacy of the city government through aesthetic governance and cultural intervention. However, symbolic public participation processes and potential uses of defensive spaces also highlight structural limitations, revealing multiple implications of urban greening in the context of post-industrial urban transformation. | en |
