摘要: 臺北市騎樓作為人行空間,總長超過220公里,無論在規模或分佈密度上,遍及大街小巷的程度,在世界主要城市中亦屬罕見。騎樓因此在臺北市街道系統中扮演不可或缺的角色。然而,近年來隨著都市更新推進、制度轉變與規劃概念的更迭,騎樓的規劃價值正逐漸受到挑戰。實務上,規劃單位常以建築退縮創造無遮簷人行道與開放空間,作為取代騎樓的策略,但此作法卻未必能有效延續街道活力與步行環境的品質。
本研究透過法規文本、歷史發展與當代政策的綜合分析,回溯戰後以來臺北市騎樓留設政策的演變歷程,並輔以對政策規劃與審議實務參與者的訪談,釐清當前騎樓規劃背後的制度邏輯與價值判斷。在理論層面,研究首先回顧現代主義都市規劃強調功能分離與生產開放空間的概念,進而以珍雅各(Jane Jacobs)為代表的人本都市主義觀點,重新探討街道的社會性功能與土地混合使用的重要性。最後,本研究以大眾運輸導向發展(Transit-Oriented Development, TOD)為分析框架,探討當代都市理論對騎樓空間價值的再認識。
研究發現指出,騎樓作為臺北市街道構成的重要一環,不僅具備行人通行功能,更承載城市經濟、社會互動與日常生活的複合機能。相較於無遮簷人行道,騎樓在促進都市活力、支持土地混合使用與強化街道滲透性等面向,展現出不可取代的優勢。研究進一步批判都市計畫對「開放空間」的制度迷思,主張應將「街道活動」與「滲透性」視為塑造城市的核心價值。最後,以擴充後的「過濾與邊界滲透性(Filtered and Frontier Permeability, FFP)」概念為基礎,提出應從都市計畫層級重構騎樓路段的規劃原則,以回應Jane Jacobs所倡議的多樣性與街道生活,推動整合性更高的都市空間規劃實踐。
In Taipei City, Street Porticos serve as vital pedestrian corridors, extending over 220 kilometers in total. Both in scale and density of distribution—spanning major avenues and narrow lanes alike—this network is rare among major cities worldwide. As such, porticos play an indispensable role in the city’s street system. However, in recent years, their planning value has come under increasing challenge due to the advance of urban reconstruction, institutional shifts, and evolving planning concepts. In practice, planning authorities often adopt building setbacks to create uncovered sidewalks and open spaces as a substitute for porticos. Yet, such strategies do not necessarily sustain street vitality or the quality of the pedestrian environment.
This study conducts a comprehensive analysis of legal documents, historical development, and contemporary policies to trace the evolution of Taipei’s portico policies since the postwar era. Through interviews with planning professionals and practitioners involved in policy formulation and urban design review, the study reveals the institutional logics and value judgments underpinning current portico planning. Theoretically, the study first revisits modernist emphasis on functional separation and the production of open space, then turns to humanistic urbanism represented by Jane Jacobs to re-explore the social function of streets and the significance of mixed land use. Finally, Transit-Oriented Development (TOD) is adopted as an analytical framework to examine how contemporary urban theory reinterprets the value and role of portico space.
The findings indicate that Porticos are not only vital pedestrian routes but also support urban economic activity, social interaction, and everyday life functions. Compared to uncovered sidewalks, Porticos offer irreplaceable advantages in promoting urban vitality, land-use diversity, and street permeability. This research critiques the institutional myth of “open space” in urban planning and argues that “street activity” and “permeability” should be considered core values in creating livable cities. Building on the expanded concept of Filtered Permeability, the study proposes the notion of Filtered and Frontier Permeability (FFP), emphasizing that the planning of portico corridors should be restructured at the level of master plans to realize Jane Jacobs’ vision of diversity and vibrant street life, and to advance more integrated urban spatial planning.
