標題: 桃園升格對宗親政治與婦女參政之影響
The Impact of Taoyuan Government Transition on Clan Politics and Women's Political Participation

摘要: 本研究關注桃園市升格為直轄市後,宗親派系的政治動員力變化與女性參政的影響。過去桃園地方政治特色在於,儘管政治山頭眾多,卻未形成穩定對立的派系結構,而是以宗親血緣與姓氏作為主要的動員基礎,形成所謂的「宗親政治」。
然而,桃園升格為直轄市後,都市化加速、人口大量移入以及現代化等社會變遷,衝擊了宗親會的傳統社會功能與政治實力。透過政治密友主義與半侍從結構的理論分析,本研究以質性訪談與地方議員選舉資料分析發現,研究發現,宗親派系的政治動員不僅限於文獻所述的象徵利益,亦包含大量實質利益交換,包括公共設施安排、社團補助爭取及公職人員的任命,形成互惠互利的政治網絡。升格後鄉鎮市自治權取消,宗親派系失去地方資源分配控制權,導致其政治動員能力明顯減弱。
此外,宗親會也因社會變遷及都市化的發展趨勢逐漸衰退,逐步轉型成一般聯誼性質的社團組織,政治功能逐步弱化。但近五屆桃園地方選舉資料卻顯示,宗親背景女性從政者的當選率卻顯著提高。分析顯示,宗親會因應組織生存壓力,逐漸打破傳統父系承嗣與性別角色分工,接納具政治資源和名望的女性擔任幹部及領導者。宗親女性的高當選率是政治家族與政黨合作的結果,她們多為政二代,透過家族與宗親網絡,在政黨提名及選舉階段具有明顯優勢。但桃園女性參政同時面臨制度與文化的雙重挑戰,包括選區婦女保障名額不足與地方高度男性化的社交文化,構成女性從政者的重要障礙。
另一方面,地方資深議員透過自身地方人脈與資源網絡,形成半侍從結構下新派系山頭,影響地方資源分配。資深議員透過爭取市政資源以鞏固選民支持,在桃園無單一政黨長期執政的背景下,其影響力甚至超越政黨或市長。
綜合而言,桃園升格直轄市後催化了宗親派系轉型與式微,但同時突顯宗親背景女性從政的獨特優勢與限制,也強化了半侍從結構下議員作為地方派系山頭的角色。
This study explores the transformations in clan-based political mobilization and women's political participation resulting from Taoyuan’s governmental transition to a special municipality. Historically, Taoyuan's local politics lacked stable opposing factions, instead characterized by mobilization networks rooted in clan lineage and surname ties, termed "clan politics."
Following Taoyuan’s governmental transition, rapid urbanization, significant population migration, and societal modernization significantly impacted traditional clan networks, weakening their political influence. Utilizing theoretical frameworks of political cronyism and semi-clientelism, this study integrates qualitative interviews and electoral data analysis to challenge conventional literature, which primarily emphasizes symbolic benefits in clan political mobilization. Findings indicate clan political mobilization heavily involves tangible exchanges, such as infrastructure development, organizational subsidies, and public office appointments, establishing reciprocal political networks. After township-level autonomy was abolished due to the governmental upgrade, clan factions lost their resource control at the local level, leading to diminished political mobilization capabilities.
Additionally, clan associations faced operational challenges due to urbanization and demographic shifts, prompting a relaxation of traditional gender norms and membership criteria. Despite the overall decline in clan influence, electoral data reveal a notably higher success rate among women candidates with clan backgrounds after the governmental transition. Analysis indicates this trend results from strategic alliances between political parties and influential local political families, with successful women often being second-generation politicians leveraging familial and clan resources. Nevertheless, institutional and cultural barriers, including limited reserved seats for women and exclusion from male-dominated political networking, persistently hinder women's full political participation.
Moreover, although independent councilors have decreased post-transition, this decline does not reflect tighter party control. Instead, senior councilors utilize their extensive local connections to form influential semi-clientelist patronage networks. Their ability to secure and distribute local resources frequently exceeds party or mayoral influence, underlining their significant autonomy and local power.
In conclusion, Taoyuan’s governmental transition reshaped clan-based politics, significantly weakening traditional clan influence but simultaneously creating distinct opportunities and barriers for female politicians with clan affiliations. Furthermore, it reinforced senior councilors' roles as pivotal local political actors within newly emerging semi-clientelist structures.
