This study examines the impact of the Covid-19 pandemic on the outsourcing operations of Taipei City Sports Centers from the perspective of Public-Private Partnership (PPP). The research background considers the history of Taiwan's government outsourcing policy for sports facilities and its effectiveness in improving public service quality and alleviating fiscal burdens. The study explores the pandemic's effects on the financial performance, operations, and stakeholders of sports centers and analyzes their responsive measures to these challenges. Through interviews and literature review, it was found that the pandemic disrupted existing operations and exposed shortcomings in the current outsourcing policies, particularly in risk-sharing and adaptive flexibility. For the post-pandemic era, the study proposes operational recommendations for balancing public welfare and market efficiency in sports centers and emphasizes the need to strengthen PPP practices to enhance overall effectiveness. The findings serve as a reference for future policy-making and improvements in the collaborative model between the public and private sectors regarding sports facilities.
