摘要: | 隨著社會日益進步與多元化,社會議題所牽涉的關聯性及複雜化程度已不若從前,其中社會需求的多元化,反映了福利服務的提供已超越個別組織能力所能承擔。因此,為了因應社會快速變遷及民眾日趨強烈且多元化的需求,政府部門與非營利組織在遞送福利服務的合作,至今已日趨普遍。
政府在能力有限的情況下,為達成各項政策目標及實現社會公平正義,並使有限資源獲得最佳之配置及運用,大量與非營利組織合作;而非營利組織透過政府資金挹注以協助組織達成使命且擴大服務,故雙方從中發展出密切的關係,並體認彼此存在的價值及妥善運用對方資源以創造雙贏效果。 因此本研究擬從政府與非營利組織互動之相關理論、文獻資料進行整理,並與政府部門及社會福利機構相關人士進行深度訪談,試圖從政府對非營利組織資金挹注的管理、考核,及功能加以比較分析,找出目前台北市社會局與非營利組織之互動現況、困境及其對非營利組織特性及政策執行力之影響。期望在相關理論架構及個案實務的檢討中,理出政府與非營利組織合作關係並提出務實策略作為建議,以供各機關參酌。 With the progress and multiplication of this society, the connection and the complication degree which the social subject involves already has not if the past. Especially the multiplication of the social demand has reflected the welfare service can not provide by individual organization. Therefore, it has been common day by day which the government department cooperated with nonprofit organization(NPO) to deliver the welfare service. The government cooperated massively with NPO in the ability limited situation in order to achieve each policy goal, realization social justice, and causes the limited resources to obtain the best disposition and the utilization. And the NPO derive the government fund to achieve their mission and amplify the scope of service. So they develop close relationship and realize the value of each other ,and both of them use opposite resources to creates double wins the effect. Therefore this research drew up from the related theory and literature about the interaction between the government and NPO. By interviewing some worker in the government department and the social welfare organization, my study attempt to discovers the present interaction and difficult position of them from analysising the cancels after verification, management, inspection and the function performs. And I try to find out what influences which they cause on the NPO characteristic and the policy.In the related theory and case study, this paper hopes to cleart the interaction of the government and NPO,and offer solutions to other organizations. |
